Position Summary

The Senior Manager, Freight Management Services is responsible for leading the governance, compliance, operational excellence, and strategic development of the Freight Management Services function. This role ensures freight operations are conducted in compliance with international trade regulations, industry standards, security and safety requirements, while driving continuous improvement, sustainability and supplier performance management.

The incumbent will collaborate closely with internal stakeholders, customers, logistics service providers, regulatory authorities, and cross-functional teams to deliver efficient, compliant, resilient, and cost-effective freight management solutions.


Key Responsibilities

1. Trade Compliance

  • Ensure compliance with trade compliance policies, procedures, governance frameworks, international trade regulations, customs requirements, export controls, licencing, sanctions, and import/export documentation standards.

  • Act as the subject matter expert for trade compliance matters.

  • Support internal, external, regulatory, and customer audits.

  • Customs Liaison & Regulatory Representation, serving as the company's appointed representative and primary point of contact for all Singapore Customs-related matters.

2. Training Development

  • Develop and manage the division’s competency and training framework.

  • Identify organizational training needs and coordinate mandatory regulatory, compliance, operational, and professional development programmes.

  • Maintain training records and ensure compliance with certification and competency requirements.

  • Support workforce transformation and job redesign initiatives

3. Business Excellence

  • Lead Business Excellence initiatives in Business unit and promote a culture of continuous improvement.

  • Lead BU sustainability initiatives aligned with corporate Environmental, Social, and Governance (ESG) objectives.

  • Maintenance of ISO certifications, membership, licences including any statutory, regulatory, and customer-specific certifications

  • Coordinate internal and external audits

  • Lead process improvement initiatives, identify opportunities to improve productivity, service quality and cost efficiency.

4. Security and Safety Management

  • Ensure BU compliance with Security and Safety policies, and customer security standards

  • Conduct risk assessments and audit.

  • Ensure compliance with workplace safety regulations, policies, and operational requirements.

5. Procurement Management

  • Lead the procurement and purchasing activities for goods and services required by the BU.

  • Manage Service agreement with vendor including supplier performance against contractual KPIs and service level agreements.

  • Maintain approved vendor list for freight-related goods and services

6. Freight Management Information Systems

  • Manage Freight Management Information Systems

  • Define business requirements and collaborate with IT team

7. Insurance & Claims Management

  • Lead the coordination and management of cargo, freight liability, insurance matters within the BU.

  • Act as the primary liaison between internal stakeholders, customers, freight service providers, insurance brokers, and insurers on insurance coverage, claims, and risk management matters.

8. Administration & Business Support

  • Lead and coordinate administrative functions within the Freight Management Services division.

  • Manage office facilities, equipment, subscriptions, licences, and operational resources required by the division.


Qualifications & Experience

Education

  • Bachelor's Degree in Supply Chain Management, Logistics, Business Administration, Engineering, or a related discipline.

  • Minimum 10 years of progressive experience in freight forwarding, logistics, supply chain management, or trade compliance.

  • Minimum 5 years of leadership experience managing multidisciplinary teams.

  • Strong knowledge of:

    • International freight operations

    • Customs regulations

    • Trade compliance and export controls

    • Logistics sourcing and procurement

  • Experience managing ISO management systems, regulatory certifications, and compliance programmes.

  • Experience with supply chain security programmes, sustainability initiatives, and freight management systems preferred.
