About the Role
We are an established construction company in Singapore seeking a HR Manager to oversee both human resources and office administrative functions. This role suits a hands-on professional who is comfortable managing people, policies, compliance, and day-to-day office operations in a fast-paced construction environment.
Key Responsibilities
Human Resources Management
Oversee the full spectrum of HR functions, including recruitment, onboarding, payroll coordination, performance management, employee relations, and offboarding.
Manage manpower planning and recruitment for both local and foreign workforce in coordination with project and operations teams.
Ensure compliance with Singapore employment legislation, MOM regulations, work pass applications, quota and levy matters.
Develop, implement, and maintain HR policies, procedures, and SOPs aligned with regulatory and business requirements.
Handle disciplinary actions, investigations, and grievance cases professionally and in accordance with company policy.
Prepare HR reports, manpower statistics, and management updates.
Office Administration Management
Oversee general office administration, including facilities management, office supplies, vendors, and service providers.
Manage administrative processes related to company assets, records, contracts, and document control.
Support management in office budgeting, cost control, and administrative planning.
Ensure smooth daily office operations and coordination across departments.
Supervise and guide HR and administrative staff, ensuring efficient service delivery.
Others
Collaborate with HODs to maintain IMS documentation and support internal and external audit.
Requirements
Diploma or Degree in Human Resources, Business Administration, or related field.
Minimum 5 years of relevant experience, with extensive exposure to construction or engineering environments preferred.
Solid understanding of Singapore labour laws, MOM guidelines, and work pass processes.
Strong organisational, communication, and people management skills.
Able to work independently, manage multiple priorities, and handle sensitive matters with discretion.
Proficient in MS Office and Infotech HRIS system.
