1. Strategic HR & Leadership
Develop and implement HR strategies aligned with business and project requirements
Advise management on manpower planning, workforce optimization, and organizational structure
Act as a trusted HR partner to Project Managers and senior leadership
Lead, coach, and manage the HR team to ensure service excellence and compliance
2. Recruitment & Manpower Planning
Oversee end-to-end recruitment for local and foreign workforce (professionals, site staff, workers)
Plan and manage manpower deployment across multiple construction sites
Liaise with employment agencies, sub-contractors, and external stakeholders
Manage offer negotiations, employment contracts, and onboarding processes
3. Foreign Workforce & MOM Compliance
Handle full spectrum of work pass matters, including applications, renewals, cancellations, and appeals
Ensure compliance with MOM regulations, quotas, levies, and sector requirements
Coordinate medical check-ups, security bonds, housing, and worker documentation
Prepare and respond to MOM audits, inspections, and surveys
4. Payroll, Compensation & Benefits
Oversee payroll processing (weekly/fortnightly/monthly) for large construction workforce
Ensure accurate computation of overtime, allowances, deductions, levies, and CPF
Manage compensation structure, salary reviews, bonuses, and incentive schemes
Administer employee benefits, insurance policies, and claims
5. Employee Relations & Industrial Relations
Manage employee grievances, disciplinary matters, and dispute resolution
Advise management on misconduct cases, terminations, and compliance with employment laws
Maintain positive employee relations across site and office staff
Handle union-related or worker representation matters when applicable
6. Performance Management & Talent Development
Implement performance appraisal frameworks for staff and management levels
Identify training needs and coordinate skills upgrading (BCA, WSQ, safety training, etc.)
Support succession planning and leadership development initiatives
Promote employee engagement and retention strategies
7. HR Operations & Policy Management
Maintain and review HR policies, SOPs, and employee handbook
Ensure accurate HR records, personnel files, and HR systems maintenance
Drive HR process improvements and digitalisation initiatives
Prepare HR reports, analytics, and management presentations
