Summary of Role
The Company Training Committee (CTC) programme is entering its next phase of growth — moving from strong foundations in delivery and enablement towards system-level scaling and impact.
We are seeking a Deputy Director (CTC Scaling & Innovation) to act as the architect of growth for the programme. This role focuses on designing and driving new growth pathways, unlocking scale across industry clusters, and building partnerships that go beyond business-as-usual engagement.
You will work closely with the Deputy Director (Operations Delivery) and Deputy Director (Development & Enablement), pulling execution strength and insights from both, while owning the strategic “how” of scaling CTC impact.
Key Responsibilities
1.Cluster-Level Growth Strategy & Workplans
Own and drive strategic growth workplans across NTUC’s 11 industry clusters.
Diagnose current growth drivers, constraints, and conversion bottlenecks at cluster level
Identify priority subsectors, company profiles, and scalable entry points
Define differentiated growth levers (e.g. anchor companies, ecosystems, supply chains, platforms)
Articulate what must be done differently to scale, beyond increasing outreach volume
Translate strategy into actionable initiatives and partnership plays
2.New Growth Models & Innovation
Design, pilot, and scale CTC growth models, including but not limited to:
Anchor-led and ecosystem-driven CTCs
Sector-wide, value-chain, or LLE/MNC-led CTC approaches
Cluster-wide campaigns and thematic scaling initiatives
3.Cross-Functional Orchestration
Operate as a horizontal integrator across delivery and enablement functions.
Work closely with Operations to mobilise execution capability
Leverage data, insights, and systems from Development & Enablement
Ensure pilots and growth initiatives are operationally viable and scalable
Align stakeholders around shared growth priorities without duplicating roles
4.Strategic Partnerships & Ecosystem Development
Build and manage non-traditional partnerships to unlock scale, including:
Trade associations and industry bodies
MNCs, OEMs, and global HQs
Sector agencies and Institutes of Higher Learning (IHLs)
Platform and ecosystem partners
5.Thought Leadership & Narrative Building
Position CTCs as a strategic workforce transformation lever, not just a grant mechanism.
Shape sector-specific value propositions and narratives
Contribute to external thought leadership (with Communications support where needed)
Represent NTUC in strategic discussions with senior industry and public-sector stakeholders
Ideal Candidate Profile
Experience & Background:
Senior experience in strategy, growth, transformation, or ecosystem development
Strong exposure to industry engagement, partnerships, or sector-level initiatives
Experience designing and scaling programmes across multiple stakeholders
Familiarity with workforce transformation, training ecosystems, or public-sector programmes is an advantage
Core Competencies/Skills:
Strategic thinker with strong problem-framing and systems thinking ability
Comfortable operating in ambiguity and designing new models
Strong stakeholder management across unions, industry leaders, and public agencies
Able to move seamlessly between strategy design and execution oversight
Leadership Style:
Collaborative, influence-driven leader
Comfortable working horizontally across functions
Outcome-focused, with the discipline to stop initiatives that do not scale
