Job Description:
Tender & Procurement Role
Oversee the operation of Tender / Purchasing performed by the PMC/EPC contractors
Formulate purchasing policies and strategies and maintain the procurement and purchasing system
Liaise and source for process equipment that is not included in EPC scope at competitive price, timely delivery and to the required quality
Review and maintaining the Vendor Management System with respect to the Approved Vendor List, Vendor performance evaluation and nurturing vendor partnership
Liaise with internal Stakeholders, PMC, EPC, in compliance with authorities’ requirements for the project.
Evaluate, negotiate and execute a wide variety of different contracts covering a range of transactions.
Recommend award contracts
Contracts Management
Work with the PMC/EPC Contracts Team to implement contract strategies, aligned with business objectives.
Review, negotiate, and manage contracts, LOAs, and POs, ensuring risk mitigation and governance.
Collaborate with legal and finance teams on due diligence, contract reviews, amendments, and compliances.
Oversee contract performance, ensuring adherence to cost, quality, and timelines.
Establish contract reporting frameworks to track vendor reliability and procurement savings.
Create and maintain relationships with suppliers and serve as the singular point of contact for matters concerning contracts.
Maintain records for correspondence and documentation in relation to established contracts and those in progress.
Communicate and present information to stakeholders about all contract-related matters.
Monitor contracts and move forward with close-out, extension or renewal according to what’s best for the company.
Solve any contract-related problems that may arise with other parties and internally with the company itself.
Review tender documents, including pricing, contracts, and technical submissions prepared by EPC.
Oversee EPC commercial team on their contracts and subcontracts on claims matters, ensuring compliance with terms and conditions, justification reports for variations and/or extension of time claims.
involve in contractual / commercial negotiations with suppliers and subcontractors, based on contract provisions.
Liaise with Technical, Legal, PMC, and EPC on contractual matters.
Verify monthly progress claims, cost reports, and cash flow projections.
Work closely with project managers, engineers, and other stakeholders to ensure project objectives are met.
Job Requirements :
Minimum 10 years of experience as Quantity Surveyor in the construction industry with project value exceeding 50 millions, preferably with an A1 main contractor.
Bachelor’s degree in Quantity Surveying, Construction Management, or a related field.
Proficient in cost estimation, contract administration, and project financial management.
Strong knowledge of construction contracts.
Excellent negotiation, communication, and analytical skills.
Proficient in QS software and Microsoft Office Suite.
Detail-oriented, proactive, and able to work under tight deadlines.
