Job Summary

The successful candidate will be responsible for providing end-to-end HR support across the employee lifecycle, from onboarding through to exit, with a focus on ensuring a consistent, high-quality employee experience. This role also holds a specialization in Learning & Development (L&D), playing a key part in driving L&D programs & initiatives.

This role is based in Tampines.  

Key Responsibilities

Learning & Development (L&D)

  • Conduct annual training needs analysis for each function and propose training and development plans within the approved budget.

  • Design and maintain competency frameworks aligned with functional requirements across job levels.

  • Implement learning programmes, onboarding plans, and e-learning modules.

  • Gather feedback from employees and managers on learning initiatives and programmes.

  • Source, assess, and manage external training vendors.

  • Monitor and manage training budget utilisation, prepare usage reports, and ensure timely grant applications (e.g. SSG, SkillsFuture).

  • Track training enrolments, attendance, post-training feedback, and completion status.

  • Ensure audit readiness by maintaining accurate L&D records and supporting documentation.

  • Ensure adherence to L&D policies (e.g. external training sponsorship, further education).

  • Review and recommend enhancements to L&D-related policies in line with company budget and direction.

Performance Management

  • Support the annual performance management cycle, including goal setting, mid-year reviews, and year-end evaluations.

  • Assist employees and managers in setting SMART goals aligned with business and functional KPIs.

  • Track and follow up on performance submissions across departments.

  • Provide administrative and systems support for performance reviews, calibration sessions, and performance ratings.

  • Identify training or development needs based on performance results.

  • Follow through on development programmes with relevant employees in a timely manner.

Employee Lifecycle & Engagement

  • Act as the first point of contact for employees on day-to-day HR-related queries.

  • Facilitate onboarding and orientation programmes for all new hires.

  • Conduct structured check-ins with new joiners at 30, 60, and 90 days to support integration, gather feedback, and recommend improvements to the onboarding experience.

  • Manage employee movement processes such as promotions, transfers, contract extensions, and exits.

  • Conduct exit interviews and provide action plans to support employee retention and engagement.

  • Maintain regular check-ins with employees to monitor engagement and flag potential disengagement or attrition risks.

HR Administration & Reporting

  • Ensure accurate maintenance of employee records in the HR system by coordinating with the shared services team.

  • Prepare monthly HR reports including headcount, new joiners, and leavers.

  • Drive continuous improvement in HR processes within the scope of work.

  • Participate in cross-functional HR initiatives to enhance employee experience and service delivery.

  • Contribute ideas and feedback to improve learning and performance initiatives across all levels.

  • Support the HR team in other duties as assigned by the line manager.

Qualifications

  • Diploma in Human Resources, Business Administration, or a related field.

  • At least 3 years of relevant HR experience, preferably in retail FMCG industry and/or MNC settings.

  • Possess in-depth knowledge of the Singapore's labour regulation.

  • Prior experience in designing and implementing learning and development (L&D) programmes is required.

  • Good coordination, communication, and interpersonal skills, with the ability to engage effectively with employees and stakeholders across all levels.

  • Capable of managing multiple priorities and timelines in a fast-paced environment.
