JOB PURPOSE

We are seeking a highly skilled and motivated Procurement Executive to join our team. The ideal candidate will have hands-on in Construction field and will play a critical role in project cost estimation, tender processes, and materials sourcing management. This position demands expertise in equipment and materials sourcing, cost estimation and management, effective vendor coordination, and material control to support the successful execution of construction projects.

Key Responsibilities

1.     Material Procurement and Control

  • Oversee the full range of procurement activities.

  • Identify, assess and establish strong relationships with potential suppliers, contractors and other vendors.

  • Negotiate key commercial terms such as pricing, payment schedules, and delivery timelines with vendors. Continuously monitor and evaluate supplier performance in terms of quality, cost, and delivery.

  • Assist in the procurement process, generating, validating, and updating Purchase Orders in alignment with project and company requirements.

  • Involve in vendor selection and negotiate prices and delivery lead time with vendors/contractors.

  • Enter and maintain accurate data in procurement systems and tools.

  • Perform any ad-hoc tasks as assigned by the superior or procurement manager.

  • Source, onboard, and engage new suppliers as needed, ensuring compliance with proper procedures and documentation.

  • Identify and finalise materials requirement and to ensure in-line with project specifications and timelines.

  • Monitor and control materials usage to minimize waste and ensure project efficiency.

  • Ensure items purchased are within safety regulation and environment friendly (e.g. RoHS, lead-free, recyclable, energy saving)

  • Ensure stock level for all items, if any.

 2.     Quotation Management

  • Review vendors’ quotations for accuracy and alignment with project requirements.

  • Review, compare, analyze and approve products and services for purchase.

  • Manage and update costing budget sheet for project reference and reporting.

  • Gather vendors’ quotations for comparison and cost analysis.

  • Manage and update labour, equipment and materials pricing rate reference and analysis.

3.     Document Control

  • Support the maintenance of the Quality Management System (ISO 9001).

  • Enhance Purchasing Policy for the company.

  • Maintain accurate and comprehensive information on all purchases made and ensure that all purchasing records are updated and filed accordingly.

  • Monitor and update equipment & instruments expiry date validity

  • Ensure that all vendor contracts are current and maintain organized records of all related documentation.

  • Manage and update yearly vendor assessment.

4.     Collaboration and Coordination

  • Coordinate with inter-department, clients/consultant, contractors, and suppliers to ensure smooth interaction and execution. (Such as technical specifications, delivery/collection schedule and supplier payments etc.)

  • Provide assistance and support to project and QS team during the tender to construction phases.

  • Provide assistance and support to vendor during the tender to construction phases.

  • Coordinate with Inbound & Outbound shipments & deliveries.

  • Provide assistance with office IT coordination, including troubleshooting, managing PC hardware and software assets, and email setup in collaboration with external technical support.

Qualifications and Requirements

  1.  Education:

    o   Bachelor’s degree in business, Mechanical Engineering, or a related field.

    o   Diploma Holder is welcome

  2. Experience:

    o   Minimum of [2] years in the construction industry.

    o   Understanding and familiar in Civil Structure Architecture (CSA) and Mechanical, Electrical & Process System and terminology are an advantage.

  3. Technical Skills:

    o   Proficient in Microsoft Office such as WORDS, EXCEL & POWERPOINT.

    o   Strong knowledge of SAP & GLOBE 3 Software.

    o   Familiarity with construction project cost, estimation and material procurement.

  4. Soft Skills:

    o   Excellent analytical, organizational, and problem-solving abilities.

    o   Critical thinking to spot issues and come up with smart solutions

    o   Attentive to detail to ensure every aspect is considered for better results

    o   Strong communication and negotiation skills to manage contracts confidently

    o   Ability to work collaboratively in a fast-paced environment.

    o   Time management skills to be able to meet deadlines under pressure

    o   Teamwork capabilities with all parties to avoid costly misunderstandings

  5. Computer Skills

    a.  Microsoft Office (Words, Excel & PowerPoint) – Compulsory
