RESIDENT TECHNICAL OFFICER (C&S) - #1169826

Key Duties & Responsibilities:

• Supervise and monitor daily site activities to ensure all works are carried out in accordance with approved drawings, specifications, construction methodologies, and Authorities requirements.
• Supervise structural and civil engineering works, ensuring proper workmanship, quality, and compliance with approved designs and contractual requirements.
• Interpret and ensure compliance with project specifications, approved construction drawings, method statements, and relevant statutory and regulatory requirements.
• Conduct regular site inspections to identify defects, discrepancies, and non-conformities, and ensure timely rectification by the Contractor.
• Review construction drawings and technical details, identify discrepancies or coordination issues, and liaise with the Consultants and Contractor to facilitate practical engineering solutions.
• Attend and witness site inspections, material inspections, testing, commissioning, and other required quality control activities to verify compliance with project specifications and statutory requirements.
• Maintain accurate and comprehensive site documentation, including inspection records, site diaries, checklists, approved drawings, test reports, photographs, correspondence, and as-built records.
• Monitor construction progress, site conditions, housekeeping, and work sequencing, and provide regular updates and reports to the QP and Project Consultants’ Team.
• Verify Contractors’ progress claims and valuation submissions against actual work completed, approved materials delivered, and materials/equipment properly stored on site.
• Ensure that construction activities are carried out in compliance with applicable Singapore statutory requirements, authority regulations, approved plans, and project quality standards.
• Monitor site risks, workmanship standards, and construction quality, and promptly highlight potential issues that may affect safety, quality, progress, or compliance.

Requirements:

• Minimum Diploma in Civil Engineering or Degree in Civil Engineering.
• Minimum five (5) years of relevant experience in supervising mixed-use developments, residential developments, and building construction projects.
• Possess valid Resident Technical Officer (RTO) accreditation recognised by the Institution of Engineers Singapore (IES) and/or Association of Consulting Engineers Singapore (ACES).
• Good knowledge of Singapore statutory requirements, relevant codes of practice, construction standards, and local authority requirements.
• Strong understanding of civil and structural construction practices, site supervision, inspection, testing, and quality control procedures.
• Willing and able to work night shifts, weekends, or extended hours when required by project and site operations.
• Good communication, coordination, reporting, and interpersonal skills, with the ability to work effectively with Consultants, Contractors, and multidisciplinary project teams.
• Professional, responsible, and proactive with good attention to detail and strong problem-solving abilities.
• Able to work independently and effectively in a fast-paced construction site environment.
