Fencing Singapore (FS), the High Performance Sport Institute (HPSI), and the Singapore Sports School(SSP) are seeking a dynamic and experienced individual to support the delivery of the Fencing High Performance Pathway Programme, also known as the National Fencing Programme (NFP), across all weapon groups. The High Performance Manager (HPM) plays a key operational role in translating the programme’s high-performance objectives into effective day-to-day delivery and athlete support.
Reporting to the Deputy Programme Director (DPD), the HPM supports the planning, coordination and implementation of the National Fencing Programme and High-Performance Athlete Pathway. The role works closely with the DPD, National Coaches (NCs), National Programme Coaches (NPCs), High Performance Executives (HPEs), HPSI and other stakeholders to ensure that training, competition, athlete development and programme administration are effectively coordinated and delivered.
Key Responsibilities and Duties
1. Programme Planning& Operational Delivery
· Support the DPD in translating the NFP’s strategic direction and high-performance objectives into annual plans, operational priorities and programme activities.
· Coordinate and monitor the implementation of the NFP and High-Performance Athlete Pathway across Senior, Junior and Cadet squads.
· Work with National Coaches and National Programme Coaches to coordinate annual training and competition plans, identify operational requirements and track delivery against agreed objectives.
· Support the DPD in coordinating National Training Centre(NTC) activities and ensuring that training schedules, programme requirements and athlete support arrangements are effectively implemented.
2. National Team Management & Athlete Development
· Support the day-to-day management of National Team squads and assist coaches in ensuring that training, competition and athlete development objectives are delivered effectively.
· Monitor athlete attendance, training participation, performance indicators and development progress, and provide timely updates to the DPD and relevant coaches.
· Coordinate athlete support matters, including welfare, SafeSport considerations and liaison with relevant HPSI sports science, medical and performance support services.
· Supervise and mentor High Performance Executives (HPEs) in the execution of programme and athlete-management responsibilities, under the direction of the DPD.
3. Competition Planning& Delivery
· Coordinate National Team participation in local and overseas competitions, including competition entries, trials, travel, accommodation, accreditation, logistics and athlete welfare arrangements.
· Support the DPD and coaches in preparing competition plans, pre-event requirements, on-site arrangements and post-event reviews.
· Attend designated competitions as Team Manager or competition lead when required, ensuring effective delivery of team operations and athlete support.
· Maintain accurate competition records and coordinate post-competition reporting, including results, observations and follow-up actions.
4. Athlete Pathway, Data & Monitoring
· Maintain and update athlete tracking and programme monitoring systems to support evidence-based decision-making and continuity across the high-performance pathway.
· Coordinate periodic reviews of athlete development and programme progress, consolidating information for the DPD and relevant coaches.
· Support the implementation and administration of athlete selection, ranking, trials and pathway-related processes in accordance with approved policies and guidelines.
· Identify operational or athlete-development issues and escalate matters requiring strategic, financial or management decisions to the DPD.
5. Programme Administration & Governance Support
· Support the DPD in the administration and implementation of high-performance policies, guidelines and processes, including athlete selection, ranking, NTC and competition-related matters.
· Prepare programme documentation, reports, meeting materials, schedules and other information required for management review and decision-making.
· Support the DPD in monitoring programme expenditure, claims, procurement and administrative requirements, ensuring that activities are carried out in accordance with FS procedures and approved budgets.
· Coordinate with the FS Secretariat and relevant internal teams to ensure timely completion of administrative, logistical and operational requirements.
6. Stakeholder Coordination & Performance Support
· Maintain effective working relationships with HPSI, SSP, affiliates, coaches, athletes and other programme partners to facilitate smooth programme delivery.
· Coordinate with sports science, medicine and other performance support specialists to ensure agreed athlete support interventions are implemented and followed up.
· Provide regular operational updates to the DPD and contribute information and recommendations for programme reviews and continuous improvement.
· Support high-performance initiatives and projects, including camps, development programmes and other activities assigned by the DPD.

A strong understanding of athlete development pathways and a commitment to supporting athletes in reaching their full potential are essential.
Key Qualifications and Attributes
· Experience: At least 4 years of relevant experience in high-performance sport, athlete development, sports programme management or a related field. Experience in fencing or an Olympic sport of a similar nature is preferred.
· Programme Management: Strong coordination and project management skills, with the ability to organise and deliver multiple programme activities concurrently.
· Communication: Excellent interpersonal and communication skills (written and spoken English), with the ability to work effectively with athletes, coaches, staff and stakeholders.
· Operational Excellence: Strong administrative skills, attention to detail and proficiency in spreadsheets, data management and process optimisation tools.
· Problem-Solving: Strong analytical and problem-solving skills, with the ability to identify issues, propose practical solutions and escalate matters appropriately.
· Adaptability: Flexible and comfortable working in a dynamic environment, including occasional work outside standard business hours and overseas travel as Team Manager.
· Cultural Competence: Demonstrated ability to work effectively with people of diverse nationalities and cultural backgrounds.
· Teamwork & Resilience: Ability to work collaboratively under pressure and contribute positively to a team-driven environment.
· Expertise: Good understanding of elite athlete development pathways and Long-Term Athlete Development (LTAD) principles.
· Drive & Initiative: Proactive, resourceful and able to take ownership of assigned projects and operational responsibilities while working within established strategic and governance frameworks.
· Education: Bachelor’s degree in Sports Science, Sports Management, Physical Education, Coaching or a related field will be preferred.
