Job Summary

The Senior Manager / Manager, Liaison Office reports to the Assistant Director, Liaison Office, and is responsible for leading and managing MENDAKI’s town‑based outreach and stakeholder engagement efforts within the assigned areas.

The role focuses on translating outreach strategies into effective ground execution, managing partnerships and referral pathways, and driving participation and enrolment outcomes for MENDAKI programmes. The jobholder ensures consistent delivery, performance tracking and effective coordination across Liaison Officers and partner stakeholders to support outcomes for the Malay/Muslim (MM) community.

Key Responsibility Areas

  1. TownBased Outreach & Engagement Delivery

  • Lead and manage outreach operations and engagement activities within assigned Town(s).

  • Plan, coordinate and oversee outreach efforts to raise awareness of MENDAKI services and programmes among target groups.

  • Ensure outreach activities are aligned with organisational priorities and town‑level targets.

  • Identify emerging needs and gaps at the ground level and surface insights to the Assistant Director for strategic consideration.


  1. Stakeholder & Partnership Management

  • Identify, map and manage key partners and stakeholders within the Town, including SSAs, SSOs, schools, MP/Advisers, M3 agencies and MM organisations.

  • Build and maintain effective working relationships to facilitate referrals and collaborative initiatives.

  • Oversee referral pathways to ensure timely access and enrolment into MENDAKI programmes.

  • Work with the Partnerships Team and internal stakeholders to formalise and operationalise collaborations, where required.


  1. Operational Coordination & Support

  • Coordinate community and organisational resources required to support families managed by EG Care Advisors.

  • Support the planning and execution of outreach events, engagements and organisational initiatives.

  • Manage operational issues and escalations arising from ground outreach activities, where required.


  1. Performance, Tracking & Reporting

  • Monitor and track participation, enrolment and outreach outcomes at the town level.

  • Analyse data and ground feedback to identify trends, risks and improvement opportunities.

  • Prepare regular performance updates and insights for the Assistant Director, Liaison Office.

  • Ensure accurate updating of dashboards and reporting tools related to outreach and enrolment.


  1. Team Leadership & Stakeholder Management

  • Supervise, guide and support Liaison Officers and other outreach staff assigned to the Town(s).

  • Provide operational direction, coaching and problem‑solving support to ensure effective delivery.

  • Monitor staff performance and support capability development in line with service standards.

  • Foster a professional, collaborative and accountable team culture.


Requirements

  1. Minimum 3–5 years of relevant professional experience in community outreach, stakeholder engagement or partnership management.

  1. Preferably possess a recognised degree in Social Sciences, Public Administration, Communications, Political Science, Public Policy, Community Development, or a related discipline

  1. Demonstrated experience in supervising staff or leading small teams, including providing guidance, coaching and operational direction.

  1. Strong organisational, interpersonal and communication skills, with the ability to engage partners, stakeholders and team members effectively.

  1. Demonstrated ability to analyse issues, identify root causes and recommend practical, ground‑appropriate solutions.

  1. Adaptable and resourceful, with the ability to respond to evolving community needs and operating environments, and support teams through change.

  1. Ability to translate direction into clear actions for ground teams, ensuring consistency and accountability in delivery.

  1. Good understanding of Malay/Muslim community issues and the social service ecosystem is an advantage.

  1. Experience working with community partners, public sector or social service organisations is an advantage.
