The Opportunity
- Adecco is partnering with public sector to look for a Procurement Excellence Specialist (Public sector).
- Drive strategic procurement by partnering with stakeholders to provide end-to-end procurement advisory, develop procurement policies and frameworks, enhance procurement tools and processes, and strengthen procurement governance and capability.
The Talent
- Relevant experience in ICT procurement, sourcing, contract management, or procurement policy, with the ability to manage end-to-end procurement activities and advise stakeholders.
- Strong stakeholder management, communication, and analytical skills, with the ability to balance business needs, risk, and compliance.
Job Description
Strategic Procurement Partnering
- Partner with business stakeholders to understand priorities, delivery plans, and procurement needs.
- Advise on procurement strategies, sourcing approaches, and contracting models.
- Identify opportunities to optimize demand, leverage existing contracts, and improve procurement outcomes.
Procurement Policy & Frameworks
- Develop and enhance procurement policies, templates, playbooks, and contract standards.
- Translate policy into practical guidance for procurement teams and stakeholders.
- Support the design and continuous improvement of procurement frameworks and sourcing models.
Procurement Tools & Innovation
- Contribute to the development and enhancement of procurement platforms, tools, and standard templates.
- Drive improvements in procurement processes through product thinking, automation, data, and AI-enabled solutions.
- Enhance procurement efficiency, user experience, and compliance.
End-to-End Procurement Advisory
- Provide procurement advice throughout the procurement lifecycle, from requirement planning to contract award.
- Support the development of evaluation frameworks and commercial approaches that balance value, risk, and delivery objectives.
- Recommend appropriate procurement strategies and risk mitigation approaches.
Supplier & Market Engagement
- Support supplier engagement and market-sounding activities.
- Gather market insights to improve procurement policies, frameworks, and practices.
Capability Building & Continuous Improvement
- Contribute to procurement capability development through knowledge sharing and best practices.
- Identify opportunities to improve procurement policies, processes, governance, and tools.
- Collaborate with cross-functional stakeholders to strengthen procurement effectiveness and support continuous improvement.
