CPG Facilities Management
The Cleaning Manager is responsible for leading and managing cleaning operations ensuring high standards of service delivery, quality assurance, regulatory compliance, and operational excellence. This role will drive the development and implementation of cleaning Standard Operating Procedures (SOPs), governance frameworks, quality management systems, and continuous improvement initiatives to enhance productivity, operational efficiency, and client satisfaction.
Key Responsibilities:
Operational Management
Develop, implement, and continuously review cleaning Standard Operating Procedures (SOPs), work instructions, operational guidelines, and best practices.
Standardize cleaning methodologies and operational processes across all Integrated Facilities Management (IFM) contracts.
Plan, monitor, and review daily cleaning operations to ensure service excellence and compliance with contractual requirements.
Conduct regular site inspections, operational audits, and performance reviews to ensure consistent cleaning standards.
Quality Assurance & Compliance
Establish and maintain quality assurance systems, inspection programmes, and governance frameworks.
Develop operational KPIs, service level measurements, and quality scorecards to monitor cleaning performance.
Ensure full compliance with NEA licensing requirements, environmental regulations, Workplace Safety & Health (WSH) standards, and company policies.
Lead internal quality audits, client audits, and regulatory inspections, ensuring timely corrective and preventive actions.
Client & Stakeholder Management
Build and maintain strong relationships with clients, consultants, managing agents, and key stakeholders.
Understand client expectations and proactively address operational issues, service gaps, and improvement opportunities.
Conduct regular performance review meetings with clients and prepare operational reports and service improvement plans.
Manage client feedback, complaints, and escalations professionally while ensuring timely resolution.
Continuous Improvement & Governance
Identify opportunities to improve operational efficiency, manpower productivity, service quality, and cost optimization.
Recommend and implement innovative cleaning methodologies, digital solutions, mechanization, and automation where applicable.
Develop governance frameworks and operational controls to ensure consistency across all contracts.
Analyze operational trends, audit findings, and performance data to recommend continuous improvement initiatives.
Leadership & People Management
Lead, coach, and develop Operations Managers, Site Supervisors, and Cleaning Supervisors.
Conduct performance reviews, competency assessments, and training needs analysis.
Promote a culture of safety, quality, accountability, and continuous improvement.
Support workforce planning, manpower deployment, succession planning, and employee engagement initiatives.
Reporting & Administration
Prepare operational reports, KPI dashboards, audit reports, and management presentations.
Monitor contract performance, budget utilization, productivity indicators, and operational risks.
Maintain proper documentation relating to SOPs, quality records, audit reports, and compliance requirements.
Requirements:
Minimum Diploma or Degree in Facilities Management, Environmental Services, Engineering or a related discipline with at least 5 years of managerial experience in the professional cleaning industry.
Proven experience managing multiple cleaning contracts, preferably within Integrated Facilities Management (IFM).
Familiarity with NEA licensing requirements, cleaning standard, audits, quality assurance service systems and Workplace Safety & Health (WSH) requirements
Relevant professional certifications in Cleaning Management or Environmental Services will be an advantage.
Experience developing SOPs, operational frameworks, governance systems, and quality management processes.
Strong track record in client relationship management and operational excellence.

Employment Type: 2 -years contract (renewable) with benefits
Work Schedule: Mon - Thurs: 8.30 am - 6.00 pm, Fri: 8.30 am - 5.30 pm
Work Location: Northeast - Pulau Ubin, required to take 7 minutes ferry to work location from Punggol Point Jetty
