About the job

In addition to caring for children and youths, Children and Youth Group - Gracehaven also runs an Interim Placement and Assessment Centre (IPAC) in the residential home. This temporary care environment will allow children under child protection to be in a safe place while assessment into their needs are undertaken to facilitate their placement in the most appropriate care environment.

As an Assistant Manager, you shall be the next line of support to your immediate Manager in assisting him/her to oversee, and ensure the apt delivery of high quality care and service to meet the diverse needs of the children under your purview. You may assist in the day-to-day operations of the Unit and to ensure the safety and welfare of the clients at all times. One of your key primary responsibilities would be the overseeing of the educational or vocational needs of the children under your care. You shall represent the Home in all school platforms and uphold the ethics and ethos of the organisation at all times. You shall also set yourself as a good role model to the children as well as to your staff team.


Job Description

1. Operational Management and Service Quality

1.1. Embrace the Salvation Army's stated mission and work in partnership by assisting the management to enhance the quality of care for residents.

1.2. Work with the residents in accordance with the Home vision and mission and MSF's regulatory framework, maintaining professional and purposeful relationships with colleagues and residents, respecting and valuing individuals' diversity and the variety of their contribution and ensuring that the service provided to young people upholds these principles.

1.3. Assist the Manager to plan, lead and monitor the daily operations of the Block to meet service standards, including but not limited to:

1.3.1. Development and implementation of the Home policies and procedures needed.

1.3.2. Administration of personnel policies in a consistent and fair manner.

1.3.3. Monitor to ensure that care staff performs daily roll calls and promptly provide accurate updates on admissions, discharges and incidents in the required records and to the respective concerned.

1.3.4. Ensure the staff team delivers their work duties well and provide the necessary care and supervision to the residents, while also engaging them constructively and meaningfully with programmes/activities. In order to have a closer supervision of staff and to provide better support, Assistant Manager is required to be on the ground for at least one shift fortnightly.

1.3.5. Provide coaching support and regular review of the staff team's performance and keep the Manager promptly informed of any significant feedback and/or key issues or incidents of discipline or concern.

1.3.6. Ensuring the care staff respects safety, cleanliness, and compliance by implementing appropriate protocols, identifying hazards, assisting with crisis intervention, as well as conducts safety inspections and drills and screening checks as and when necessary.

1.3.7. Identify staff training needs to build their capabilities to meet to the competency requirements.

1.3.8. Follow through all screening requirements, attending training, communicating expectations & boundaries, ensuring accountability for policy violations, conducting investigations, and preparing reports for Home Management and BOV.

1.3.9. Supports the Manager administratively to monitor and ensure proper staffing ratios to resident supervision, cooperation with MSF, BOV and personnel from other associated agencies, arrange for residents' medical examination, daily record keeping, planning resident activities, attend staff meetings and training, assisting with intake, developing documentation in communication logs, incident report and updating the resident information book and other reports as required.


2. Educational Support and School Matters

2.1. Liaise with school and MOE to reinstate residents back to school and take responsibility for the educational needs of the residents under your purview.

2.2. Maintain and monitor appropriate resource materials as required by residents (books, tapes, computers, etc.).

2.3. Keep appropriate recordings of the residents' educational processes and provide reports pertaining to residents.

2.4. Represent the Home in all school-related meetings or conferences.

2.5. Update the block management and all respective staff members periodically on the educational progress of the residents.


3. Partnership and Community Networking

3.1. Establish close working partnerships within your Unit Programme, and with the rest of the programmes hosted within the Home - both at the team and volunteer levels.


4. Professional Development

4.1. Promote professional development through identifying learning needs, transfer of skills and knowledge and offer training where appropriate.


5. Administration

5.1. Manage staff-to-staff and staff-to-client relationships and mediate any issues that may arise.

5.2. Support in-staff induction / orientation / appraisal / training when required.

5.3. Assist the Manager in compiling all reports required for presentation in meetings or various boards.

5.4. In the absence of the Manager, assume the supervision role in dispensing all necessary and appropriate duties.

5.5. Undertake any other duties as and when required by the Head of Home and consistent with the position.




Qualifications

Diploma in relevant fields, preferably Social Work / Community Service / Human Services.


Job Requirements

  • Relevant experience in Social Services, will be an added advantage

  • Proficient in Microsoft 365, with an eye for details

  • Good interpersonal, communication and organizational skills

  • Proficiency in data entry and document management

  • Ability to provide administrative support effectively

  • Customer service-oriented approach

  • Min 1-2 years of relevant working experience

Other Information

Working Hours

Please be informed that the total work hours is 44 hours per week.

Under normal circumstances, the hours of duty will be as follows:

Monday to Friday - 9am to 6pm or 11am to 8pm (inclusive 1 hour lunch break)

It will be at the discretion of your Centre/Department in charge or his/her assigned representatives to determine whether you will be required to work any of the unutilised hours according to the operational needs of the Home and within the legitimacy of the employment laws where applicable.The program is a 24/7 community care service, hence flexibility in work arrangement is expected.
