Lead all Health, Safety, Security, and Environmental (HSSE) activities for construction projects in Singapore, ensuring compliance with company standards and statutory regulations.
Develop and implement project-specific HSE management plans, procedures, and site execution strategies to promote a safe working environment.
Oversee the implementation and monitoring of HSE policies, ensuring all site personnel and subcontractors comply with established safety requirements.
Conduct HSE competency assessments and participate in the evaluation of subcontractors and their workforce prior to project mobilization.
Organize and deliver HSE induction programs, training sessions, and awareness initiatives for project teams.
Plan and facilitate regular HSE meetings, toolbox talks, and safety briefings to reinforce workplace safety culture.
Carry out routine site inspections, safety audits, and behavioural observations, ensuring non-conformities are recorded, communicated, and promptly rectified.
Work closely with construction and engineering teams to develop and review safe work method statements (SWMS) for high-risk activities, ensuring proper implementation on site.
Liaise with regulatory authorities during inspections, audits, and compliance-related activities.
Coordinate with clients, main contractors, subcontractors, consultants, and suppliers to ensure HSE requirements are consistently met throughout project execution.
Monitor HSE performance through regular reporting, KPI tracking, and trend analysis, recommending improvement initiatives where necessary.
Lead incident and accident investigations, prepare comprehensive investigation reports, identify root causes, and implement corrective and preventive actions.
Requirements
Minimum 8 years of HSE experience in construction projects
Previous experience supporting project execution in Singapore is highly preferred.
Strong knowledge of construction safety management, risk assessment, incident investigation, and HSE best practices.
Familiar with Singapore workplace safety legislation and regulatory requirements.
Good understanding of BizSAFE, ISO Management Systems, WSHMS, GGBS, and other relevant HSE frameworks.
Strong communication, leadership, and stakeholder management skills with the ability to influence safe working practices.
Proficient in Microsoft Office applications.
Possess a valid Singapore Workplace Safety & Health (WSH) qualification/certification (e.g., registered WSH Officer or equivalent).
