Position Summary

The incumbent is responsible for managing and executing end-to-end workforce development, talent pipeline, internship, and employer branding initiatives across Singapore. This role serves as the key liaison between the organization, government agencies, Institutes of Higher Learning (IHLs), polytechnics, ITE, industry associations, and internal business stakeholders to support talent attraction, workforce transformation, and skills development objectives.

The incumbent will lead the coordination of government-funded programs such as Career Conversion Programmes (CCP) and Technician Support Programmes, manage strategic partnerships with educational institutions and industry bodies, and drive internship, career engagement, and employer branding activities to strengthen the organization's future talent pipeline.


Government Workforce Development Program Management

  • Lead and manage the end-to-end execution of government-funded workforce development initiatives

  • Coordinate programme applications, approvals, onboarding, milestone tracking, claims submission, reporting, and audit requirements.

  • Ensure compliance with government regulations, funding requirements, and programme guidelines.

  • Serve as the primary point of contact with government agencies including WSG, e2i, SkillsFuture Singapore (SSG), SAF and relevant authorities.

  • Monitor programme effectiveness and provide regular updates and reports to management.

Educational Institution Partnerships

  • Establish and maintain strong partnerships with Institutes of Higher Learning (IHLs), including

  • Universities, Polytechnic, Institute of Technical Education (ITE)

  • Collaborate with career services offices, faculty members, and lecturers to develop talent pipeline initiatives.

  • Coordinate campus engagement and recruitment activities to support internship, apprenticeship, and graduate hiring needs.

  • Identify opportunities to strengthen the organization's visibility within schools and educational institutions.

Career Fairs, Career Talks & Employer Branding

  • Plan, coordinate and execute career engagement initiatives with schools, government agencies, and industry partners.

  • Organize and manage Career fairs, Campus recruitment events, Industry sharing sessions, Career talks and workshops, Employer branding campaigns, Site visits and experiential learning opportunities

  • Partner with organizations such as e2i, SAF Career Transition Programmes, Educational institutions

  • Industry associations (e.g., SSIA and other relevant trade associations)

  • Coordinate event logistics, stakeholder communications, marketing materials, budgets, and post-event reporting.

  • Enhance employer branding and increase awareness of career opportunities within the organization.

Internship & Early Careers Programme Management

  • Lead the end-to-end internship and student attachment programmes.

  • Partner with business leaders and hiring managers to identify internship projects and talent requirements.

  • Collaborate with universities, polytechnics, and ITE to source and attract internship candidates.

  • Manage internship recruitment, selection, onboarding, orientation, performance reviews, and programme completion.

  • Facilitate engagement between interns, educational institutions, and business stakeholders.

  • Track internship outcomes and support conversion of high-performing interns into permanent hires.

  • Continuously improve internship frameworks and candidate experience.

Stakeholder & Industry Partnership Management

  • Build and maintain strong relationships with Government agencies, Educational institutions, Industry associations, Workforce development partners, Internal business leaders

  • Represent the organization at industry events, networking sessions, and talent development forums.

  • Facilitate regular partnership reviews and identify opportunities for collaboration and talent pipeline development.

Programme Analytics, Administration & Reporting

  • Maintain accurate programme records, participant databases, and documentation.

  • Monitor programme KPIs, including Internship placements, Graduate hires, Programme participation rates, Employer branding reach, Government funding utilization

  • Prepare management reports, presentations, and programme dashboards.

  • Identify and implement process improvements to enhance programme effectiveness and participant experience.


Requirements

  • Bachelor's Degree in Human Resources, Business Administration, Psychology, Communications, Education, or a related discipline.

  • 5- 7 years of experience in HR, Talent Acquisition, Programme Management, University Relations, Workforce Development, or a related field.

  • Experience managing government-funded workforce programmes in Singapore is highly preferred.

  • Experience working with universities, polytechnics, ITE, government agencies, and industry associations.

  • Demonstrated experience coordinating career fairs, campus recruitment, internship programmes, and employer branding activities.
