This role will be based in 1 Shipyard Road and/or 21 Tanjong Kling, within the premises of Nippon Sanso Singapore Ltd.
The Senior Manager, HR Operations & Technology is responsible for creating and leading HR policies, processes, and system improvements across Nippon Sanso Singapore. He/She set how to measure the success of HR systems and communicate policy updates to senior leaders. He/She also review data and recommend the best solutions to meet business needs.
Duties and Responsibilities
(1) Implement Strategic HR initiatives
Formulate company-wide HR operational policies, procedures and systems initiatives
Align technology initiatives to business strategies
Drive digitalization and automation initiatives for HR programmes and processes
(2) Implement HR systems
Set budget for HR systems and finalise the selection of HR systems that meets requirements and budget considerations
Review implementation plans to ensure integration with other systems in Nippon Sanso
Obtain senior business leaders’ buy-in and support for the adoption of HR systems
(3) Evaluate the effectiveness of HR policies, processes and systems
Determine criteria and measures to evaluate the effectiveness of HR policies, processes and systems
Lead communication of HR process changes and systems with stakeholders
Liaise with various departments to understand data reporting and analysis requirements
Set objectives for data analysis and perform data analytics on HR data to identify future risks and opportunities
Prepare action plans to implement decisions for enhancing business and HR performance
(4) Relationship and communication
Develop positive working relationships with people through strong inter-personal skills
Establish credibility by gaining confidence of others through demonstration of business and technical knowledge
Build trust being a trusted advisor through assisting key stakeholders in solving people related issues successfully
(5) Technology and operational excellence
Review the range of HR services against their corresponding HR service delivery channels critically to identify opportunities for continuous improvement of service quality or costs reduction
Implement and operate different aspects of HR operating model to deliver HR services as set in accordance with HR policies
Adopt a service-oriented mindset and people centricity in dealing with workforce and business stakeholders
(6) Labour policies and legislation
Issue employment contracts in accordance with all relevant statutory terms
Research and apply prevailing labour policies, employment laws and regulations, including but not limited to tripartism, employment laws for foreign nationals, Fair Consideration Framework
Communicate with employees on areas such as benefits and claims eligibility and administration, payroll deduction, retirement, re-employment and termination guidelines
(7) Manager Team Operations and Performance
Manage team resources to ensure adequate staffing and capability levels
Justify the resources required to support changes in resources, procedures, systems or technology within the department
Provide coaching and advice to junior team members
Qualifications and SkillsDegree in Human Resources, Business Administration, Information Systems, or related field
Advanced qualifications (e.g., MBA, HR certifications, HR analytics or digital transformation) preferred
Strong knowledge of Singapore employment laws and regulatory frameworks
8–12+ years of progressive HR experience, with:
Significant exposure to HR operations and shared services
Proven track record in HR technology implementation and digital transformation
Experience managing HRIS / HR systems (e.g., SAP SuccessFactors, Workday, Oracle, etc.)
Experience in data analytics, HR metrics, and reporting
Demonstrated ability to engage senior stakeholders (C-suite)
Deep expertise in:
HR operations (policies, processes, service delivery models)
HR systems implementation & optimisation
HR analytics and workforce insights
Payroll, benefits, and employee lifecycle processes
Strong understanding of Singapore labour legislation, including:
Employment Act, CPF Act, IR Act, WICA, WSH Act
Foreign manpower regulations (Work Passes, FCF, etc.)
Knowledge of tripartite guidelines and compliance requirements
