The Human Resources Executive will be responsible for supporting the full spectrum of HR and administrative functions, with a focus on employee lifecycle management, work pass administration, payroll support, employee welfare, statutory compliance, and dormitory management. The role requires close coordination with employees, government agencies, insurance providers, and external stakeholders to ensure smooth HR operations and compliance with Singapore employment regulations.
Responsibilities
Human Resource Administration
Manage work pass applications, renewals, cancellations, and related employment matters
Coordinate entry permit applications and onboarding arrangements for new foreign employees
Arrange and monitor medical examinations for employees and workers
Administer and maintain employees' primary healthcare plans and medical benefits
Purchase and manage security bonds for foreign workers
Handle dormitory-related matters, including tenancy agreements, worker check-ins/check-outs, and accommodation records
Process levy waiver applications and monitor levy-related matters
Administer government-paid leave claims, including childcare leave, maternity leave, paternity leave, and NS make-up pay claims
Ensure compliance with relevant employment legislation, MOM regulations, and company policies
Payroll & Compensation Support
Assist in payroll administration, including salary processing, overtime computation, CPF contributions, levy matters, and statutory reporting
Manage and maintain timesheet and attendance records for operational employees, ensuring accuracy and timely submission for payroll processing
Support annual tax reporting requirements, including IR8A and IR21 submissions
Maintain accurate employee records and HR documentation
Operations & Welfare
Coordinate insurance cover notes and related documentation for project requirements
Support employee welfare initiatives and HR-related events
Manage the purchase, renewal, and monitoring of company season parking arrangements
Provide general administrative support to the HR and Administration department
Undertake any other duties and responsibilities as assigned by Management
Requirements
Diploma or higher qualification in Human Resources, Business Administration, or a related discipline
Minimum 2–3 years of relevant HR experience, preferably in the construction, engineering, or manufacturing industry
Good understanding of Singapore Employment Act, CPF regulations, and MOM employment practices
Proficient in handling work pass administration and statutory HR processes
Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint
Familiarity with Infotech payroll and HR systems will be an advantage
Strong organisational, interpersonal, and problem-solving skills with the ability to manage multiple priorities
