Key Responsibilities
1. Planning of 2nd Carrier Arrangements (Before Vessel ETA Singapore)
Trunk Service: Coordinate loading between feeder-to-trunk and trunk-to-trunk services.
Feeder Service: Coordinate loading between trunk-to-feeder and feeder-to-feeder services.
Feeder Schedule Coordination: Verify public feeder schedules with operators for optimal connections using Power App for vendor selection and priority.
2. Discharging Process
Planning Updates
Update internal systems and Portnet upon completion of planning.
Handle exception errors and submit necessary Portnet TLI (Transshipment Load Instructions).
Dangerous Goods (DG) Submissions:
Submit DG documentation to local authorities (MPA/PSA Chemcare) via PM4 before the first carrier’s arrival.
Address error messages and coordinate with customers for cost-saving measures related to THC.
3. Loading Process
Connecting Status:
Verify and monitor connecting status for all services.
Special List Preparation (LISP):
Prepare LISP for DG, RF, or OOG shipments for 2nd carrier VO, ensuring required documents are in order.
Cargo Messaging:
Arrange cargo messaging for trunk services at least 3 working days before vessel ETA.
Send forecasts to the ship 2 working days before ETA for acceptance.
Coordinate with ship operators to release excess slots 5 days in advance for feeder loading.
Verify data in Portnet and internal systems for tight connections and escalate urgent issues with PSA.
Ensure final vessel clean-up for tight connections, rejected shipments, or shutouts.
4. Job Order & Final Vessel Clean-Up (PSGP Loading)
Create job orders for payment (if applicable).
Ensure all required documents (e.g., DG Certificate, Tank Certificate) are properly prepared.
Perform final vessel clean-up for tight connection rejections or shutouts.
5. Exception Handling
Monitor DIT (Detention in Transit) shipments and ensure approvals for Port of Loading/Discharge arrangements.
Manage transshipment permits and customs documentation.
Apply for DG approval through HQ and ship operators; ensure DG approval ID is captured in the system.
Submit Empty Force Load requests via CIN and track release of empty units.
Respond to OOG and DG inquiries, manage handling costs, and obtain approvals for DG transshipment.
Communicate with OA partners to ensure TLI schedule is created in Portnet.
Verify and resolve missing containers or shutouts with partners and PSA, escalating as needed for cost recovery.
Job Requirements
Degree in Logistics, Supply Chain, or related field.
Minimum 2 years of experience in transshipment planning or container operations.
Strong understanding of transshipment logistics, feeder/trunk services, and Portnet systems.
Proficient in logistics software such as IRIS4 and Power App.
In-depth knowledge of Dangerous Goods (DG) handling and documentation procedures.
Excellent coordination, communication, and problem-solving skills for working with multiple stakeholders (e.g., ship operators, PSA, local authorities).
Ability to manage complex exceptions and implement cost-saving solutions.
Detail-oriented with strong organizational and time management skills to handle tight deadlines.
Willingness to work outside of office hours and on public holidays when required.
