Ang Mo Kio Town Council (AMKTC) is 1 of the biggest Town Council in Singapore and manages/improves the public residential and commercial properties in 7 divisions; namely Teck Ghee, Cheng San, Ang Mo Kio-Hougang, Seletar-Serangoon, Buangkok-Fernvale South, Kebun Baru SMC and Yio Chu Kang SMC. We have an immediate opening in a Finance Manager in Ang Mo Kio Town Council. The Financial Manager supports the Finance Department in financial planning, analysis, reporting, and operational monitoring. The role ensures accurate financial insights, timely submissions, and effective governance over operating and capital expenditures. The position also contributes to digitalisation and automation initiatives to enhance finance processes and reporting efficiency.

Responsibilities include, but are not limited to:

1. Financial Reporting & Analysis

  • Prepare monthly trend reports, Cashflow Dashboard, Division I&E report for management review.

  • Perform detailed variance analysis on revenue, operating expenditure (OPEX), and capital expenditure (CAPEX).

  • Monitor and track OPEX and CAPEX budgets against approved allocations, grant claim progress.

  • Support preparation of management reports, dashboards, and Finance Committee Meeting papers etc.

2. Budgeting & Forecasting

  • Support the annual budget and forecast cycles.

  • Consolidate inputs, validate assumptions, and contribute to budget analysis and presentation materials.

3. Operational Support

  • Maintain accurate financial records and assist with monthly closing activities.

  • Support any other ad hoc assignments as required by the department, including financial modelling, cost analysis, or policy reviews.

4. Audit Support

  • Coordinate audit activities and support internal and external audit queries.

  • Ensure proper documentation, adherence to financial policies, and timely closure of audit matters.

5. Process Improvement & Digitalisation

  • Participate in finance digitalisation and automation projects to enhance data accuracy, reporting workflows, and process efficiency.

  • Explore opportunities to implement tools, dashboards, or system enhancements.

6. Undertake any other duties relevant to the role as assigned by the management.

What we need from you and the required skills: 

  • Degree in Accounting, Finance, or related discipline.

  • Professional certifications (e.g., ACCA, CPA) will be an advantage.

  • 5 years of experience in financial analysis, accounting, or audit.

  • A hands-on, down-to-earth individual with strong initiative and willingness to learn.

  • Strong analytical skills with attention to detail and accuracy.

  • Proficiency in Microsoft Excel, PowerPoint, and financial reporting tools.

  • Experience with digitalisation tools (e.g., Power BI, RPA, digital workflows) is preferred.

  • Good understanding of audit, tax, and financial governance.

  • Ability to work independently, meet deadlines, and handle multiple tasks in a fast-paced environment.

  • Strong communication and stakeholder management skills.
