Job Description:
Act as the point of contact and overall in-charge of the plant’s facilities equipment supporting production and meeting ISO14001, ISO45001, and AS9100D requirements.
Manage all plant facilities equipment, including but not limited to electrical and air-conditioning systems, WWTP, P&S system, cleanroom, fire protection system, and others.
Manage, supervise, and monitor the quality of work delivered by facility engineers, technicians, and contractors responsible for cleaning, security, pest control, maintenance, and other related services.
Manage all contractors, including but not limited to maintenance/service term contractors and those engaged for ad hoc or special projects. This includes monitoring contractor performance, ensuring compliance with ISO14001, ISO45001, and AS9100D requirements, and managing related administrative matters until work completion.
Support and manage A&A projects, manufacturing facility refurbishments, production equipment hook-ups, installation or upgrade of facility equipment, and office renovations, working closely with internal end users.
Ensure timely renewal of all facilities equipment licenses and permits.
Ensure all plant facility installations and projects comply with relevant authority requirements and regulations.
Lead the implementation and maintenance of AS9100D and ISO14001 certifications for the Facilities function.
Manage and maintain Facilities documentation, ensuring all records are up to date.
Identify and assess foreseeable risks arising from facilities-related tasks or projects, and implement appropriate control measures internally or with contractors to mitigate risks and hazards.
Support EHS and Facilities training activities by coordinating schedules with the Operations team and facilitating training sessions as required.
Support site workplace safety, health, and fire safety matters in compliance with corporate and site requirements, as well as WSH Acts and subsidiary regulations.
Align facilities and project activities with future business needs, regulatory changes, and sustainability targets.
Provide full support to EHS functions, ensuring SDS and PPE are updated and maintained, and that activities such as RA reviews, CERT structure, drills, incident reporting, CAPA from audits, monthly EHS committee meetings, and inspections are properly carried out.
Develop and manage contractor audit plans with responsible engineers to ensure contractors deliver quality service.
Ensure projects are delivered on time, within budget, and in compliance with regulatory requirements, while aligning with corporate strategic goals.
Coordinate with stakeholders to ensure specifications, supplier material selections, and designs conform to industry standards and regulatory requirements.
Conduct technical assessments and recommend infrastructure improvements to support project and business needs.
Job Requirements:
Diploma or Degree in Facilities Management, Engineering, or equivalent.
Fire Safety Manager (FSM) certification from SCDF.
Minimum 8–10 years of relevant experience in building and/or building services maintenance management.
Experience in staffing, selection, training, development, coaching, mentoring, performance appraisal, and retention is preferred.
Strong experience in budgeting, project execution, and vendor management.
In-depth knowledge of ACMV, fire safety, security, and Building Management Systems (BMS).
Proven experience in project and vendor management for maintenance and A&A works.
Strong interpersonal, communication, and leadership skills.
Demonstrated leadership abilities to motivate teams and drive improvements in quality, safety, efficiency, and departmental performance.
Ability to handle sensitive or complex information, set clear performance expectations, and manage issues effectively.
Solid technical knowledge and experience in facilities management, maintenance, security, and fire safety.
Strong safety mindset with a commitment to good WSH practices.
Proactive and takes ownership of tasks with minimal supervision.
Excellent written and verbal communication, as well as negotiation skills.
Proficient in SAP and Microsoft Office applications.
Strong problem-solving, decision-making, and analytical abilities.
Advanced mathematical skills with the ability to perform complex calculations such as percentages, fractions, and financial figures.
