                                                Job Description:
1. Facility Operations & Maintenance
Manage daily operations of yard infrastructure including buildings, workshops, utilities, cranes, wharfs
Plan and execute preventive and corrective maintenance programs for mechanical, electrical, and civil systems.
Ensure all utilities (power, water, compressed air, sewage, etc.) are operating optimally.
Oversee facility modifications, expansions, and upgrading projects.
2. Yard Development: planning, design, construction, and commissioning of shipyard facility to support shipbuilding, repair, and maintenance operations.
Collaborate with project teams to align development with operational needs and safety standards.
Monitor progress and quality of development works to ensure timely execution and compliance.
Ensure project completion within scope, time, and budget constraints.
3. Safety, Environment & Compliance
Ensure compliance with Singapore authorities (JTC, BCA, NEA, SCDF, MOM & Etc.).
Support ISO and other certification requirements (ISO 9001, 14001, 45001)
Coordinate waste management, pollution control, and emergency response systems.
Maintain valid LM and LG certificates for lifting equipment.
4. Contractor & Vendor Management
Manage facility-related service contracts (e.g., cleaning, waste disposal, landscaping, pest control, HVAC maintenance).
Supervise vendor performance and ensure adherence to service-level agreements.
Prepare specifications and tender documents for facility works and projects
5. Utilities Monitoring & Sustainability Enhancement: -
Track monthly utilities consumption (electricity, water, gas).
Analyze trends and identify inefficiencies.
Implement energy-saving initiatives and optimize resource usage.
Ensure compliance with NEA and environmental standards.
Prepare monthly reports and recommend improvements.
Lead sustainability programs (waste reduction, water conservation, green building practices). -
Engage vendors for eco-friendly materials and technologies
6. Budgeting & Cost Control
Develop annual budgets for facility operations, maintenance, and improvement works.
Monitor expenses and implement cost-saving initiatives.
Prepare reports on facility performance, downtime, and energy consumption.
Lead a team of maintenance technicians and supervisors.
Provide technical support to production and operations teams.
Coordinate with government agencies, classification societies, and utility providers when required.
Job Requirements:
Degree/Diploma in Mechanical, Electrical, Civil Engineering or related field.
Minimum 10 years of experience in shipyard, offshore, or heavy industrial maintenance.
Proven leadership in large-scale maintenance operations and yard development.
Experience in CAPEX and OPEX budget preparation and management.
Strong knowledge of Singapore regulatory bodies: JTC, BCA, NEA, SCDF, MOM.
Workplace Safety and Health (Shipbuilding and Ship-Repairing) Regulations.
SS510 standards for welding, electrical, and hot work tools.
Familiarity with equipment calibration and certification.
Permit-to-work systems and LOTO procedures.
