Experience Required: Minimum 5 years in Quantity Surveying / Construction Cost Management on main contractor projects


Key Responsibilities

  1. Cost Planning & Budgeting:
    - Prepare detailed cost estimates, budgets, and feasibility studies during design and tender stages.
    - Monitor project budgets, track cost trends, and report deviations.

  2. Contract Administration:
    - Review, draft, and administer construction contracts (FIDIC, SIA, NEC, etc.).
    - Manage variations, claims, and contract disputes.
    - Ensure compliance with statutory and client requirements.

  3. Procurement & Tendering:
    - Prepare tender documents, bills of quantities (BOQ), and cost schedules.
    - Evaluate contractor quotations and provide recommendations.
    - Assist in contractor negotiation and selection.

  4. Cost Control & Reporting:
    - Track project expenditures and forecast final project costs.
    - Prepare monthly cost reports, cash flow projections, and cost-to-completion analyses.
    - Conduct value engineering and identify cost-saving opportunities.

  5. Project Coordination & Risk Management:
    - Liaise with project team, design consultants, contractors, and clients to resolve issues.
    - Identify and mitigate project risks related to cost, schedule, and quality.
    - Maintain accurate records of contract variations, claims, and approvals.

  6. Team Leadership & Mentoring:
    - Guide and mentor junior QS staff.
    - Ensure adherence to company policies, processes, and professional standards.


Key Requirements

  • Bachelor’s degree or/and above in Quantity Surveying, Civil Engineering, or related field.

  • Minimum 5 years of QS experience, preferably in Singapore or large-scale international projects.

  • Strong knowledge of construction contracts (FIDIC, SIA, NEC) and Singapore regulatory environment (BCA, tendering standards).

  • Proven experience in cost planning, contract administration, procurement, and claims management.

  • Proficiency in MS Excel, MS Project / Primavera, AutoCAD, and QS software (e.g., CostX, BuildSoft); BIM knowledge highly preferred.

  • Strong analytical, negotiation, and communication skills.

  • Ability to work independently, manage multiple projects, and meet tight deadlines.

  • Professional membership (SISV / RISM / BQSM) is an advantage.


Desirable Skills

  • Experience in large-scale commercial, residential, or infrastructure projects.

  • Experience in mentoring junior QS or team leadership roles.

  • Knowledge of Mandarin is a plus.

  • Timeliness and quality of contract administration and reporting.

  • Successful management of variations and claims.

  • Contribution to value engineering and cost-saving initiatives.

  • Leadership and development of junior staff.
