Job Description
Responsibilities:
· Develop & maintain the HSE management system & supporting manuals in accordance with ISO 9001, ISO14001, ISO45001, SS651 & HTL Corporate requirements.
· Develop & lead the implementation of processes & procedures to ensure the effectiveness of the HSE Management System.
· Assess the adequacy & functionality of the HSE Management System through periodic management review & audits.
· Monitor required actions, arising from the management reviews and audits are implemented.
· Manage all incident & non-conformance investigations; track corrective and preventive actions to closure.
· Develop safety case & sustain MHI (Major Hazard Installation) certification status.
· Interpret Group, National & applicable International Standards requirements and implement or provide directions for compliance.
· Identify hazardous workplace conditions through risk assessments, site inspections, industrial hygiene and environmental sampling and implement or direct risk reduction measures.
· Conduct and organise HSE trainings and promotional programs to increase employee awareness and knowledge.
· Procure and maintain safety equipment &and Personal Protective Equipment.
· Organise HSE committee meetings and activities.
· Liaise with local authorities and represents HSTPL in any HSE and security issues. These authorities include SCDF, MOM, NEA, MPA and etc.
· Develop, maintain, and periodically test out emergency response and crisis management plans.
· Procure and maintain fire protection, emergency, and rescue equipment.
· Plan and execute projects to improve emergency response systems.
· Conduct and organise trainings to increase Crisis and Emergency Response Teams (ERT) competency in handling emergencies.
· Response to emergencies as required.
· Develop, maintain and periodically test out Terminal Security Procedures and Port Facility Security Plan.
· Manage security contract and monitor the operation of equipment needed for the security system.
· Manage security breaches investigation and track all corrective actions.
· Assess the adequacy and functionality of the Terminal Security measures through periodic security review and audits.
Requirements:
1. Diploma/ Degree in Mechanical, Marine or Chemical Engineering
2. Certified Ministry of Manpower Approved Workplace Safety & Health Officer (WSHO)
3. Certified Singapore Civil Defence Force Approved Fire Safety Manager (FSM)
4. Certified Port Facility Security Officer
5. More than 10 years’ experience as Safety Officer with at least 3 years’ experience in the oil/chemical industry.
6. Well versed with HSE management system, statutory requirements and codes of practices
7. Well versed with emergency response and fire protection system including testing and inspection requirements.
8. Familiarity with ISO 9001, ISO 14001, OSHAS 18001 and SS651 is an added advantage.
9. Good inter-personal, communication skills and professional disposition.
10. Able to motivate and build consensus across teams and departments.
11. Possess strong leadership qualities and goal-oriented.
