We are seeking a highly skilled Facilities Manager (M&E) with expertise in Mechanical & Electrical (M&E) systems and hard services management. This role demands advanced technical proficiency in water treatment, generators, sewage treatment plant, plumbing, electrical, and facilities management (FM) technology. The ideal candidate will lead technical operations, drive energy efficiency initiatives, and ensure compliance with safety and performance standards while fostering a culture of accountability and operational excellence.
Responsibilities:
Supervise the Operations team in managing M&E systems, preventive maintenance, technical inspections, audits, and daily facility upkeep. Mentor staff to ensure compliance with safety, performance, and technical standards.
Oversee asset enhancement, contractor supervision (planned/ad-hoc works), and compliance with service specifications. Evaluate contractor proposals for cost-effectiveness, safety, and quality.
Build and maintain relationships with clients, vendors, and agencies. Address feedback/service requests promptly and liaise on maintenance matters to ensure satisfaction.
Conduct facility condition checks, verify contractor work aligns with specifications, and ensure adherence to regulatory and safety standards.
Perform energy audits, analyse utility data, and implement solutions (e.g., retrofitting, smart technologies) to reduce waste and achieve sustainability targets.
Diagnose system failures (water treatment, generators, sewage treatment plants, electrical, plumbing), determine root causes, and implement corrective/preventive measures.
Compile and analyse operational data (equipment performance, energy usage) to generate actionable reports for client review and continuous improvement.
Organize maintenance schedules, oversee rectification works, and provide first-level technical guidance during project execution
Review tender documents, validate equipment/material specifications meet client requirements, and negotiate contracts for cost and quality optimization.
Address urgent operational issues, support cross-functional projects, and ensure availability for emergency response outside standard hours.

Requirements:
Bachelor's degree qualified preferably in a Building/Mechanical/ Electrical Engineering with a minimum of 4 years of relevant experience or Diploma preferably in a Building/Mechanical/ Electrical Engineering with a minimum of 5 years of relevant experience
Conversant in M&E and building maintenance works
Experience in Integrated Facilities Management/ M&E is preferred.
Good communication and stakeholder management skills
Required to take 7 minutes ferry to work location from Punggol Point Jetty
Able to start work immediately or within short notice is an advantage.
Proficiency in MS Office suite
