Senior Manager, Housing Facilities Management (Contract)
This position plays a key leadership role in ensuring the operational excellence, sustainability, safety, and user satisfaction of all housing-related infrastructure at SUTD. This includes managing day-to-day operations, lifecycle maintenance, and strategic planning for both student hostels and staff housing. The role requires a collaborative leader with strong facilities management expertise, stakeholder management skills, and an eye for continual improvement and service innovation.
Key Responsibilities:
Operations and Maintenance
Oversee the daily operations and upkeep of all housing facilities, including student hostels and staff housing.
Ensure all mechanical, electrical, plumbing (MEP), and other systems are functioning optimally through preventive and corrective maintenance.
Implement a robust maintenance program and asset lifecycle management plan to minimize downtime and prolong facility lifespan.
Strategic Planning & Budgeting
Develop and manage annual OPEX and CAPEX budgets for housing facilities.
Lead long-term planning for upgrades, refurbishments, and sustainability initiatives (e.g., energy efficiency, carbon reduction).
Recommend and implement technologies or solutions for smart housing and maintenance management.
Contract and Vendor Management
Lead procurement, contract negotiations, and performance monitoring of outsourced service providers (e.g., cleaning, pest control, laundry, security, maintenance).
Ensure service level agreements (SLAs) and key performance indicators (KPIs) are consistently met.
User Experience and Stakeholder Engagement
Liaise with internal stakeholders (students, faculty, HR, student life, etc.) to ensure housing services meet user needs and expectations.
Establish feedback mechanisms to improve user satisfaction and address concerns promptly.
Oversee room allocation processes, move-in/out procedures, and student/staff onboarding in housing matters.
Compliance and Risk Management
Ensure all housing facilities comply with local codes, regulations, and university policies, including fire safety, health, and environmental standards.
Lead incident and emergency response protocols related to housing.
Maintain accurate documentation and audit readiness.
Team Leadership
Lead and develop a multi-disciplinary team, including direct reports and contract staff.
Build a performance-driven culture focused on quality, responsiveness, and continuous improvement.
Qualifications and Requirements:
Bachelor’s Degree in Facilities Management, Building Services, Engineering, or related field. Master’s degree is preferred.
At least 8 - 10 years of relevant experience, with a proven track record in managing large-scale residential or institutional facilities.
Familiar with Singapore building codes, regulations, and standards.
Strong leadership, interpersonal, and project management skills.
Experience with smart FM systems (e.g., CAFM, CMMS, BIM-FM) and sustainability reporting is an advantage.
Ability to work outside of regular hours during emergencies or critical events.
