Position Overview
We are looking for a driven and technically competent Technical Manager – Precast Plant & Construction to lead and coordinate all technical aspects of precast production and site installation. This pivotal role bridges design, manufacturing, and construction, ensuring that precast components are delivered and assembled to the highest standards of quality, safety, and efficiency.
You will be responsible for the technical integrity, production optimization, and on-site installation success of precast elements. The ideal candidate will bring a deep understanding of precast construction, strong engineering fundamentals, and proven leadership in both plant and site environments.
Key Responsibilities
1. Precast Production Oversight
Manage the full lifecycle of precast operations: mould design, rebar preparation, casting, curing, demoulding, finishing, and storage.
Review and approve concrete mix designs, ensuring strength, durability, and compliance with standards.
Implement Lean manufacturing practices to improve productivity, reduce waste, and control costs.
Coordinate preventive and corrective maintenance of production equipment to minimise downtime.
2. Technical Design & Engineering
Lead the review and coordination of precast element designs, reinforcement detailing, and connection concepts.
Ensure designs are practical, safe, and compliant with project specifications, codes, and constructability standards.
Integrate BIM, AutoCAD, Tekla Structures, and Revit into the detailing and production process.
Liaise with consultants, architects, and internal teams for design clarification and resolution of technical issues.
3. Construction & Site Installation Management
Provide technical leadership during transportation, lifting, and on-site assembly of precast elements.
Work closely with site teams and erection contractors to ensure safe and timely installation.
Troubleshoot and resolve technical issues during site erection in real-time.
Conduct regular site audits and inspections to verify workmanship, alignment, tolerances, and safety.
4. Quality Assurance & Compliance
Establish and enforce QA/QC procedures for both factory and site operations in line with ISO, BS, Eurocode, and local regulations.
Oversee testing, inspection, and documentation of raw materials, casting, and finished precast products.
Lead non-conformance investigations and implement root cause analysis with corrective/preventive actions.
Ensure full compliance with statutory and project-specific requirements, including those from HDB, BCA, LTA, or PUB.
5. Team Leadership & Skills Development
Lead and manage a team of production engineers, QA/QC staff, and site engineers.
Develop and execute training programs to upskill staff in precast technology, safety, and best practices.
Foster a culture of safety, accountability, innovation, and continuous improvement.
6. Project & Stakeholder Coordination
Coordinate closely with Project Managers, Consultants, Site Managers, and Clients to align technical deliverables and sequencing.
Provide technical inputs during project planning, including construction staging and delivery schedules.
Attend coordination and progress meetings, representing the technical scope with clarity and authority.
Track and report on milestone achievements, technical challenges, and mitigation strategies.
Required Qualifications & Skills
Education: Bachelor’s or Master’s Degree in Civil or Structural Engineering (PE-eligible or PE-certified in Singapore preferred).
Experience:
Minimum 10 years of experience in precast concrete production and construction, including 5+ years in a technical or management role.
Hands-on experience with structural precast systems, design-to-installation lifecycle, and managing cross-functional teams.
Technical Tools:
Proficient in AutoCAD, Revit, Tekla Structures, MS Project, and related precast or structural design software.
Familiarity with concrete technology, lifting design, and erection sequencing.
Certifications: Advantageous to hold PMP, ACI, ISO, WSQ Safety, or other relevant certifications.
Soft Skills:
Strong leadership and communication abilities.
Solution-oriented mindset with attention to detail.
High level of organization and ability to multitask under pressure.
Working Conditions
Role is based in both precast factory and project construction sites.
Will involve regular site visits, coordination with external stakeholders, and field troubleshooting.
Occasional travel to supplier locations, client offices, or regulatory bodies as required.
