Head of Risk Management - #1173868

Job Responsibilities

1. Supervise team to execute various risk management projects, review of operations and implement internal control in compliance with local laws and HQ requirements.
2. Review credit memo information prepared by Risk Management team to ensure that all required information is complete, accurate and in compliance with local laws and HQ requirements.
3. Review and conduct due diligence for all credit and bond applications (both in Chinese and English) before submitting to Branch Manager, HQ or Board of Directors for approval.
4. Plan and direct the risk management team to conduct regular credit review of loan disbursement, bonds, and post-loan management of Branches. Ensure all information and documentation (both in English and Chinese) are accurate. When there are doubtful borrowers, to highlight and issue warnings, in order to ensure quality of loans in Branches.
5. Prepare, review and regular update of risk management operating procedures (both in English and Chinese), in compliance with local and HQ/Taiwan requirements.
6. Liaise and communicate with HQ in Taiwan on queries and various risk management issues.
7. Conduct background check and KYC of customers before submitting loan applications for approval.
8. Prepare credit risk report for any changes in credibility of borrowers or guarantor and propose remedial action.
9. Perform due diligence including independent credit risk analysis and review of syndicate terms before committing to the syndication.

Requirements

• Familiarity with the credit and risk management laws, regulations, and internal policies applicable in Singapore and at Head Office in Taiwan.
• Good understanding of the Bank’s organisational structure and strong communication skills.
• A recognised bachelor’s or master’s degree in Economics, Business, Banking and Finance, Treasury Management, or a related discipline.
• At least eight years of experience in the banking industry, with a proven track record in international banking, risk management, or loan-related functions.
• Prior experience in drafting and implementing policies and standard operating procedures (SOPs).
• Strong written and spoken English and Mandarin Chinese, with the ability to prepare emails and periodic reports in English and Traditional Chinese for overseas branches and Head Office in Taiwan. This role covers East Asian and US markets.
• Proficiency in Microsoft Word, Excel, and PowerPoint.
• Strong business acumen and management skills, with the ability to motivate the team.
• Ability to provide on-the-job training and technical support to team members, and to improve the team’s overall performance.
