Low Code Engineer (Consultant / Senior Consultant) - #1172985

About the Role

Our client is a Singapore public-sector organisation undertaking the maintenance, enhancement, and modernisation of an established digital service platform. This contract engagement (12 months) seeks experienced Low Code Engineers at the Consultant and Senior Consultant levels to perform hands-on technical delivery across the full application lifecycle. The role offers an opportunity to contribute to meaningful public-sector digital infrastructure while supporting a progressive transition towards a modern technology architecture. This is an on-site role based in the Paya Lebar area, with standard government office working hours.

Key Responsibilities

• Design, develop, test, and maintain application enhancements and defect fixes using OutSystems, covering both frontend and backend functionality including business logic, workflows, and system integrations
• Develop and maintain backend rules and automation workflows using a policy automation engine (Oracle Policy Automation), and support content management functionality via an enterprise CMS platform (Sitefinity)
• Develop and maintain Oracle Database components, including schemas, SQL queries, stored procedures, and data-integrity controls
• Investigate and resolve production incidents, application defects, integration failures, and performance issues; perform root-cause analysis and implement permanent corrective actions for recurring technical problems
• Support application deployments, release activities, rollback procedures, and post-deployment verification in a cloud-hosted environment (AWS), including services such as S3, Lambda, EC2, ELB, and CodeDeploy
• Maintain and support security and identity integrations involving federation, directory services, API gateway, and related components within an enterprise environment
• Assess application dependencies and support migration planning, including workstream sequencing, technical risk assessment, testing, and cutover activities as part of a broader modernisation initiative
• Produce and maintain technical documentation including solution designs, architecture diagrams, interface specifications, deployment procedures, operational runbooks, and migration plans

Additional responsibilities for Senior Consultant:

• Lead end-to-end technical delivery across application enhancement, production support, and modernisation workstreams; provide architectural guidance, set engineering standards, and own critical technical decisions including complex production issues and migration cutover activities

Requirements

• Minimum 3 years of hands-on application development experience using OutSystems, with demonstrated involvement in at least one production system implementation and post-go-live support, including incident investigation and defect resolution (Senior Consultant: minimum 7 years of overall application development experience, including at least 3 years in OutSystems)
• Proven experience with Oracle Database in an application development or production support context, including writing and maintaining SQL queries, stored procedures, and database schemas
• Experience working within an enterprise technology environment spanning multiple supporting domains such as database, infrastructure, integration, security, or identity management
• (Senior Consultant only) Minimum 2 years leading technical delivery and/or defining solution architecture, with at least one completed production implementation, major enhancement, or migration/modernisation initiative as technical lead
• Experience with Oracle Policy Automation / Oracle Intelligent Advisor, Sitefinity CMS, or AWS cloud services (is a bonus)
• Familiarity with CI/CD tooling (e.g. GitLab, CodePipeline), observability platforms (e.g. Dynatrace, Datadog, CloudWatch), container security practices, or modern cloud-native technologies such as ReactJS, Golang, or Kubernetes (is a bonus)
