Role Overview

The Facility Engineer / Senior Engineer is responsible for ensuring the optimal performance, safety, reliability, and continuous operation of the building infrastructure, utilities, and facility systems. Positioned between tactical execution and management, this role oversees routine maintenance, manages vendor contracts, supports production operations, and ensures strict adherence to safety and regulatory standards.

Job Responsibilities:

1. Facility & Equipment Maintenance Management

  • Preventive & Corrective Maintenance: Develop, implement, and monitor Scheduled Preventive Maintenance (PM) and Corrective Maintenance (CM) for M&E systems (e.g., HVAC, chillers, AHUs, electrical switchgears, transformers, recycle water system, fire protection, compressed air, and plumbing).

2. Contractor Management & Cross-Department Liaison

  • Vendor & Contractor Supervision: Manage third-party service contractors, ensuring work quality, adherence to Service Level Agreements (SLAs), and compliance with site safety requirements during repair, installation, or servicing.

  • Cost & Quotation Management: Source, review, and negotiate contractor quotations, scopes of work, and service contracts for facility repairs or enhancements.

  • Cross-Functional Coordination: Act as the main point of contact between the Facilities team, Production, HSE (Health, Safety & Environment), Quality, and external authorities.

3. Workplace Health, Safety & Environmental (HSE) Compliance

  • Safety Protocols: Implement and enforce statutory safety requirements, Risk Assessments (RA), Safe Work Procedures (SWP), and Permit-To-Work (PTW) systems for higher-risk tasks (e.g., hot work, confined space, working at height).

  • Audit Preparation: Maintain facility systems in full compliance with local regulatory bodies (e.g., fire safety, environmental health, electrical safety standards) and assist in internal/external audits.

4. Production & Engineering Project Support

  • Production Integration: Collaborate with production teams to ensure utility support (compressed air, chilled water, power supply) meets operational throughput and process requirements.

  • CapEx / Modification Projects: Assist in planning, budgeting, executing, and commissioning facility improvement projects, plant layout updates, or equipment upgrading programs.

  • Space Planning: Support facility layout modifications to accommodate new equipment or production lines.

5. Standard Operating Procedures (SOP) & CAD Documentation

  • SOP & Technical Manuals: Draft, maintain, and update Standard Operating Procedures (SOPs), emergency action plans, operational manuals, and maintenance logs.

  • Technical Drawings: Create, update, and read mechanical/electrical engineering drawings using AutoCAD for facility modification, piping routes, electrical single-line diagrams, and floor layouts.

  • Data Management & Reporting: Use Microsoft Excel to track facility utility consumption, budget spending, repair logs, and equipment downtime metrics.

  • System Optimization: Analyze system performance and downtime data to minimize operational disruptions, increase energy efficiency, and prolong equipment lifecycle.

  • Troubleshooting: Provide technical assistance and root-cause analysis for major equipment failures or facility breakdowns.

6. Assist in production and engineering activities as required.
7. Perform other duties assigned by the management.

Job Requirements:

  • Degree in Mechanical / Electrical / Mechatronics / Facilities Engineering, Building Maintenance, or a related discipline.

  • Minimum 1-year relevant working experience in facilities management or manufacturing plant engineering.

  • Good understanding of M&E utility systems, including HVAC, compressed air, electrical distribution, fire protection, and Building Management Systems (BMS).

  • Singapore Certified Energy Manager (SCEM) certification (or actively working towards accreditation) will be an added advantage.

  • Knowledge of AutoCAD, including 2D drafting and layout modifications.

  • Proficient in Microsoft Word, Excel and PowerPoint.

  • Strong verbal and written communication skills to liaise effectively with multilingual staff, suppliers, and regional equipment vendors.

  • Strong analytical, problem-solving, and decision-making skills, with the ability to manage contractors effectively, adapt to changing operational needs, and respond to critical facility or equipment issues when required.
