Job Objectives/Job Summary:
The Manager, Operations (Engineering Servicing and Resource Recovery) is responsible for leading and managing the Company's fleet maintenance, workshop operations, recycling plant activities, manpower planning, customer service and HSE compliance. The incumbent will ensure the operational readiness of vehicles and equipment, optimise resource recovery operations, oversee workforce deployment, maintain regulatory compliance, and drive continuous improvement initiatives to support the Company's waste management and recycling business objectives.
The role requires a strong operational leader with proven experience in fleet management, workshop administration, environmental services, recycling operations, and stakeholder management.
Responsibilities/Duties:
1. Fleet, Vehicles & Asset Management
Lead and manage the maintenance and operational readiness of the Company's fleet, machinery, equipment, and operational assets.
Oversee servicing, repairs, inspections, statutory testing, and preventive maintenance programs to maximize asset reliability and minimize downtime.
Manage the maintenance and repair of Rear End Loaders (RELs), Hooklift Trucks, Compactors, Open Top Containers (OTCs), bins, and other operational equipment.
Develop and monitor maintenance schedules, asset utilization plans, and lifecycle management strategies.
Work closely with Operations to recommend vehicle and equipment replacement, refurbishment, and capital expenditure plans.
Monitor and evaluate the performance of internal workshops and external service providers to ensure quality workmanship, timely repairs, and cost efficiency.
Ensure compliance with all licensing, inspection, warranty, and statutory maintenance requirements.
Oversee diesel consumption monitoring, fleet tracking systems, and maintenance management systems.
Manage workshop inventory, spare parts, tools, and equipment to ensure operational requirements are met.
2. Resource Recovery
Manage the day-to-day operations of the recycling plant and resource recovery activities.
Ensure efficient handling, sorting, processing, storage, and disposal of waste and recyclable materials.
Monitor plant productivity, operational efficiency, material recovery rates, and service quality standards.
Establish and implement operational procedures to improve resource recovery and plant performance.
Ensure equipment and machinery are maintained in optimal operating condition through preventive maintenance programs.
Identify opportunities to improve recycling processes, reduce waste, and enhance operational sustainability.
Research and evaluate new technologies, market trends, and best practices in recycling and resource recovery.
Manage operational incidents and coordinate corrective actions to minimise service disruptions.
2. Recruitment, Manpower & Deployment
Manage recruitment and onboarding of skilled workers and general workers
Conduct interviews and coordinate manpower planning requirements
Plan and oversee daily manpower deployment and shift scheduling
Monitor attendance, overtime, leave planning, absenteeism, and disciplinary matters
Liaise with HR, recruitment agencies, and MOM-related manpower matters
3. Customer Service & Stakeholder Management
Attend to customer operational concerns, complaints, and service requests through Calls, emails, and WhatsApp
Maintain good working relationships with customers (internal and external), contractors, vendors, and regulatory authorities
Ensure service quality standards and contractual KPIs are consistently achieved
4. Safety & Compliance
Conduct toolbox meetings, safety briefings, and operational training sessions
Ensure compliance with workplace safety regulations and operational SOPs
Investigate accidents, incidents, breakdowns, and service failures
Implement corrective and preventive actions to improve operational safety and performance
5. Reporting & Continuous Improvement
Develop and manage departmental budgets for fleet maintenance, workshop operations, and recycling plant activities.
Monitor maintenance expenditure, operational costs, fuel consumption, and contractor costs to ensure budget compliance.
Identify and implement cost-saving and productivity improvement initiatives.
Prepare and present management reports covering operational performance, manpower utilisation, maintenance trends, safety performance, and business KPIs.
Analyse operational data to identify performance gaps and opportunities for improvement.
Support strategic planning, asset investment decisions, process improvements, and operational excellence initiatives.
Drive digitalisation, automation, and innovation projects to improve operational effectiveness.
6. HSE Compliance, Liaison & Coordination
Coordinate and support compliance with all regulatory, client, and company HSE requirements, including GWC, SWP, CBL, ISO, WSH, NEA, and operational safety standards
Work closely with HSE personnel, operations teams, workshop personnel, contractors, customers, and regulatory authorities on safety and compliance matters
Job Specifications/Requirements:
a) Qualifications
Diploma or Degree in Mechanical Engineering or related discipline preferred.
b) Experience
Minimum 5 years’ experience in fleet operations, waste management, transport, logistics or related industries.
Experience in fleet management and manpower deployment preferred.
c) Skills & Knowledge
Strong knowledge of waste management and transport operations.
Familiar with fleet maintenance, workshop management and REL and Hooklift operations.
Knowledge of WSH, NEA, and LTA operational requirements.
Strong leadership, manpower planning, and problem-solving skills.
Proficient in Microsoft Office and operational reporting systems.
