Duties and Responsibilities
1. To manage, supervise and develop team(s) comprising of Engineers, Assistant Engineers, Technical Officers and coordinates with LTA and Contractors.
2. To manage and plan for the team(s) to ensure the following requirements/processes:
To ensure all works are carried out are in accordance with the relevant Quality Procedures, Specifications & Standards, Work Safety requirements and Railway Operation procedures.
To manage and summarize project activities and monthly manpower claims to LTA Project Manager on issues that may impact on resources, progress, timeline, technical proposal, line capacity, safety, quality, operation, and maintenance.
To ensure that the projects are delivered on-time, within scope and within budget
To arrange meetings / presentations with LTA/Contractor/Developer and Project services team to understand the full scope of works
To coordinate and arrange meeting for each phase of work till approval obtained to commence work
To coordinate with from across various Internal Stakeholders for documents clearance and site works
To administrate all contract works are in compliance to the approving authority under FPM
To communicate all approved method statements, risk assessments, shop drawings and materials for the project works are cascaded down to direct subordinates to achieve quality supervision and high standard finishing
To arrange contractors to submit all relevant certificates (warranty, statutory declaration, certificate of completion, etc.) for closing of contracts
To manage the handover to final custodian e.g. Permanent Way or Structures Maintenance, including update of as built drawings, manuals and maintenance boundary plans.
To facilitate, monitor, coordinate and arrange contractor’s document submission of the AFM with SMRT EGB and SSQ.
3. Manage site activities such as, but not limited to, survey, inspection, preventive/corrective maintenance, installations, modifications, testings and decommissioning by external parties as per following:
To ensure required safety documentations (Permit to Work, Hazard Work Coordination) are submitted and reviewed by internal stakeholders
To monitor EWR and AGAT are booked for track access to ensure track availability, where necessary
To provide PM/PIC support during track access
To prepare quotation to contractor and invoicing, based on charging sheet, monthly submission to Finance for processing
4. To respond to urgent requests for troubleshooting/rectification due to contractors’ works, round the clock, and follow up the necessary actions to ensure the safety, reliability and operations are not affected
5. To manage and foster strong working relationship with the Key client and relevant stakeholders
6. To oversee the welfares, safety, attendance, discipline, training and development of staff in order to achieve their productivity, motivation and loyalty
Qualifications and Work Experience Qualifications and work experience include:
Bachelor’s degree in Electrical or Mechanical Engineering
Experience in managing a team
