Our client is an Singapore company in the Construction industry. Due to their current expansion plan, they are looking for an WSHO cum ECO to join their Project team, in hopes of developing the current high performing team.

They are located in Town – easily accessible via various modes of transport.

Job Description:

• Review, maintain, and continuously improve the company's Workplace Safety and Health (WSH) Management System.

• Develop, review, and update Safe Work Procedures (SWP) and Risk Assessments (RA) for the main contractor, subcontractors, and suppliers using the 5×5 Risk Matrix methodology.

• Conduct WSH induction, safety training, and awareness programmed based on approved SWPs and Risk Assessments.

• Ensure comprehensive risk assessments are carried out for all work activities, recommend appropriate control measures, and review them periodically or when work conditions change.

• Organise and chair monthly WSH Committee Meetings, prepare safety reports, and monitor key safety performance indicators (KPIs).

• Conduct monthly Mass Toolbox Meetings and participate in daily toolbox briefings to reinforce safety awareness across the project.

• Enforce site safety rules and regulations, investigate non-compliance, and implement appropriate corrective and preventive actions.

• Partner closely with project teams to identify, assess, and eliminate workplace safety, health, environmental, and security hazards.

• Establish, review, and enhance WSH policies, procedures, and control measures to ensure compliance with statutory requirements and industry best practices.

• Ensure compliance with all relevant WSH and environmental legislation, including the timely submission of statutory reports and mandatory documentation.

• Maintain and improve the company's BizSafe programme, Safety Management System (SMS), safety manuals, and client-specific safety requirements.

• Investigate workplace incidents, accidents, near misses, and safety violations, prepare investigation reports, determine root causes, and recommend effective corrective actions.

• Plan, conduct, and coordinate internal audits to ensure compliance with ISO 9001, ISO 14001, and ISO 45001/OHSAS 18001 management system standards.

• Oversee all WSH incident reporting, investigation, documentation, and follow-up actions.

• Lead emergency response activities and manage crisis situations to minimise operational risks.

• Supervise, mentor, and lead the project WSH team to achieve project safety objectives.

• Oversee all site WSH matters for both direct employees and subcontractors, ensuring full compliance with project and regulatory requirements.

• Supervise site security operations and ensure effective implementation of site access control and security procedures.

• Lead the Site Emergency Response Team (SERT), provide training, and organise emergency drills to ensure emergency preparedness

Job Requirement:

• Minimum degree in Occupational Health, Safety, Engineering or relevant field preferred

• Minimum 5 years of relevant working experience

• MOM registered WSH Officer and Fire Safety Officer

• NEA registered Environmental Control Officer (ECO)

• Certificate in QEHS Internal Auditing (ISO 9001, ISO 14001 and OHSAS 18001)

• Familiar with regulatory requirements related to workplace safety and health, and all other aspects of safety
