Lead HR operations in Singapore and support the establishment and ongoing HR management of the upcoming Malaysia plant. Ensure compliance with local labor laws, manage foreign employee work passes/permits, support audits, implement global HR processes locally, and drive employee training and development initiatives while building talent pipelines through campus recruitment.
Job Responsibilities
1. Singapore HR Operations
Lead end-to-end HR operations for the Singapore entity, including but not limited to recruitment, onboarding, offboarding, leave, payroll, performance management, employee relations, tax filing, etc.
Manage Employment Pass / work permit applications and renewals for foreign employees, ensuring compliance with MOM regulations.
Develop, update, and implement HR policies and procedures in compliance with Singapore laws (Employment Act, CPF, PDPA, etc.).
Support internal and external audits, including customer audits and ISO/quality system HR audits.
Partner with global HR teams to implement group-wide HR processes and policies locally, ensuring consistency with corporate standards.
Provide HR guidance to management and employees on performance, engagement, and compliance issues.
Establish and maintain relationships with universities and colleges in Singapore to support campus recruitment, graduate hiring, and internship programs.
Organize and coordinate employee training programs, including internal training and external learning initiatives; liaise with training providers and institutions to ensure effective delivery and alignment with business needs.
2. Malaysia Factory Setup and HR Operations
Lead HR planning and setup for the new Malaysia plant, including organizational design and manpower planning.
Manage recruitment and onboarding, for both local and foreign employees.
Handle work pass/work permit applications and renewals for foreign employees in compliance with Malaysian labor regulations.
Establish HR policies, procedures, and operational processes for the factory (attendance, leave, payroll, performance management, employee relations, etc.).
Ensure compliance with Malaysia statutory requirements, including social security, payroll, and statutory reporting.
Support ongoing HR operations post-launch, including workforce management, employee engagement, and reporting.
Build and maintain partnerships with universities and colleges in Malaysia to support campus recruitment, graduate hiring, and internship programs.
Develop and implement training frameworks for the factory, including onboarding training, technical skills development, compliance training, and leadership development programs, coordinate with external training vendors where applicable.
3. Compliance and Governance
Ensure all HR practices comply with local labor laws, company policies, and corporate governance standards.
Maintain employee records and documentation in accordance with PDPA (Singapore) and applicable data protection laws in Malaysia.
Support corporate audits and inspections related to HR, safety, and quality systems.
Ensure mandatory training (e.g., compliance, safety, PDPA) is properly implemented, tracked, and documented for audit purposes.
4. Strategic HR Partnership
Advise management on organizational development, talent retention, succession planning, and employee engagement initiatives.
Collaborate with global HR teams to drive consistent HR practices across the region.
Support HR projects, including digital HR system implementation, workforce planning, etc.
Identify capability gaps and design training and development initiatives aligned with business strategy and workforce planning.
5. Other HR Responsibilities
Perform other HR-related duties as assigned, including special projects, ad hoc HR support, and cross-functional initiatives that fall within the scope of human resources management.
Basic Requirements
Education & Qualifications
Bachelor’s degree in Human Resources, Business Administration, or related field.
Work Experience
Minimum 5–8 years HR experience, including HR generalist experience in Singapore, preferably with exposure to manufacturing or industrial operations.
Experience with cross-border HR operations, including Singapore and Malaysia work pass/work permit management and recruitment.
Experience supporting audits (client or ISO/quality systems) is highly desirable.
Experience in training coordination, learning & development, or vendor management is preferred.
Experience in campus recruitment, graduate hiring, and internship programs preferred.
Knowledge and Skills
Knowledge of Singapore and Malaysia labor laws, PDPA, CPF, EP/work permit processes, and statutory compliance.
Professional Qualities
Excellent interpersonal and communication skills.
Ability to develop and implement effective HR policies and practices.
Proficiency in HR software and Microsoft Office Suite.
Fluent in English; knowledge of Mandarin is a plus to effectively communicate with Mandarin-speaking clients.
