Responsible for the overall leadership, management, and delivery of Transmission and HDD cable projects (9250015, 9250149 (HDD) and transmission cable projects- NDC372, Term11. Accountable for project performance in terms of progress, technical execution, safety, claims, and client coordination, while leading Project Managers and site teams.
Key Responsibilities
Project Portfolio Ownership
Take full ownership of 9250015, 9250149 (HDD) and transmission cable projects.
Ensure projects are delivered on time, within budget, and in compliance with SP requirements.
Monitor progress and implement recovery plans for delays.
Technical Leadership (Transmission & HDD Focus)
Provide technical oversight for complex works including HDD operations, deep cable installation, and transmission systems.
Ensure proper planning and execution for high-risk activities (e.g. HDD crossings, utility interfacing).
Support PMs in resolving technical challenges and site constraints.
Project Management & Execution Oversight
Supervise Project Managers and Engineers across assigned projects.
Ensure effective planning, scheduling, and coordination of site activities.
Maintain consistent standards of execution and quality.
Safety Leadership & High-Risk Control
Lead safety governance for higher-risk works (HDD, deep excavation, heavy lifting, live cable environment).
Ensure strict compliance with SP safety requirements and internal EHS standards.
Strengthen site supervision and reduce incidents/non-compliance.
Claims & Commercial Oversight
Oversee timely submission and tracking of claims.
Ensure all claims are supported with complete documentation (photos, reports, records).
Monitor outstanding claims and drive recovery.
Resolve claim-related issues with internal teams and client.
Stakeholder & Client Management
Act as senior interface with SP Group for transmission and HDD projects.
Lead technical discussions, coordination meetings, and PMO sessions.
Ensure alignment with client expectations and regulatory requirements.
Resource Planning & Deployment
Plan and allocate manpower across projects (PMs, Engineers, EHS).
Identify gaps and coordinate with management for additional resources.
Optimise deployment for complex and critical works.
Risk & Issue Management
Identify key project risks, especially technical and operational risks.
Develop mitigation strategies and lead issue resolution.
Escalate critical matters to management when required.
Reporting & Governance
Monitor KPIs across assigned projects (progress, safety, claims, cost).
Provide regular updates to management.
Ensure proper documentation and audit readiness.
Team Leadership & Development
Lead and mentor PMs, Engineers, and site teams.
Ensure clear roles and responsibilities with no overlap.
Drive accountability and performance improvement.
Key Focus Areas (Specific to Role)
Managing complex Transmission & HDD works.
Strengthening technical execution and coordination for all assigned projects.
Enhancing safety control for high-risk activities.
Improving claims performance and documentation quality.
Oversees: Project Managers, Assist Project Manager, Engineers, EHS, Claim PICs (for assigned projects)
Qualifications
Recognised Bachelor's Degree in Civil Engineering from an institution accredited by the Professional Engineers Board (PEB), Singapore.
Minimum of 3 years' relevant experience in civil engineering and/or construction project management.
Strong knowledge of SP Group procedures, utility coordination, and regulatory compliance within Singapore.
Excellent interpersonal, communication, and problem-solving skills.
Highly self-motivated, independent, and able to perform effectively in a fast-paced, team-oriented environment.
Strong passion for delivering quality results with a keen attention to detail.
Possession of a valid Class 2 or Class 3 driving licence will be an added advantage to support site mobility.
Other Information
Work Schedule: 6-day work week.
Location: Office at No. 3 Sungei Kadut Drive, Singapore 729556 (North Singapore)
