Overview:
The Manager, Operations plays an important role in ensuring a safe, secure, clean and environmentally sustainable shopping mall environment. Key responsibilities include overseeing security, car park operations, workplace safety, housekeeping, and environmental compliance. Effective vendor management is crucial to ensure operational practices meet regulatory standards and support the mall's strategic objectives.
Job Responsibilities:
Lead and oversee all soft FM operations, including housekeeping, pest control, landscaping, waste management, security, car park operations, indoor air quality, and Workplace Safety & Health (WSH), ensuring a safe, secure, and high-quality mall environment.
Develop and drive operational strategies to enhance service delivery, operational efficiency, and customer experience across all managed services.
Establish outcome-based performance frameworks and review service effectiveness beyond compliance metrics to drive continuous improvement.
Ensure full compliance with statutory regulations, internal policies, SOPs, ISO standards, and procurement governance frameworks.
Oversee risk management, legal compliance, and audit assurance for all operational functions, ensuring readiness for internal and external audits.
Review and strengthen critical control processes, including Permit-to-Work (PTW) systems, safety procedures, and incident management frameworks.
Act as the key liaison with authorities (e.g., NEA, PUB, SPF, SCDF), including oversight of regulatory submissions and compliance reporting requirements.
Lead end-to-end procurement and ITQ processes, including development of specifications, evaluation of submissions, contract award, and ongoing contract governance.
Oversee contract management across all service providers, ensuring alignment with service level agreements, cost efficiency, and risk mitigation.
Plan, manage, and optimize operational budgets across all soft FM services, ensuring cost-effective delivery within approved budgets.
Drive value optimization through contract rationalization, productivity improvements, and strategic sourcing initiatives.
Lead and drive sustainability and ESG initiatives, including environmentally responsible waste management, green landscaping practices, and sustainable pest control measures.
Develop and implement strategies to improve environmental performance and ensure compliance with sustainability standards and targets.
Oversee the consolidation, accuracy, and submission of operational data and reports to regulatory agencies and internal stakeholders.
Establish data-driven performance monitoring frameworks, leveraging systems and other digital platforms to enhance operational visibility and decision-making.
Drive adoption and optimization of technology and systems to improve efficiency, reporting accuracy, and operational control.
Build and maintain strong relationships with tenants, ensuring high service standards and effective resolution of operational issues and emergencies.
Collaborate with internal functions to ensure seamless and integrated mall operations.
Requirements:
Degree or Diploma in Facility Management, Environmental Science, or related disciplines.
Minimum 5 to 8 years of relevant experience in a similar role, preferably in a shopping mall or commercial property management setting.
Good leadership and organizational abilities.
Proficient in tendering processes, including calling for tenders, ITQs, and vendor negotiations.
Strong knowledge of building fabrics, security management, environmental sustainability, and regulatory compliance.
Good communication, problem-solving, and negotiation skills.
Familiarity with contract optimization and vendor management.
Demonstrated ability to interact well with various stakeholders, both internal and external (e.g. MOM, SCDF, SPF and vendors), across all levels.
