Human Resource Manager

Role Overview
The HR Manager is responsible for end-to-end HR management, supporting business growth through effective talent planning, recruitment, compliance, compensation design, and employee relations. The role is hands-on and strategic, suitable for a start-up environment with cross-regional and multicultural teams. This role requires to be on-site at Malaysia Johor Bahru (City Square Tower)
Key Responsibilities
1. HR Strategy & Workforce Planning
Develop and implement workforce plans aligned with business needs (academic publishing operations, international cooperation, copyright transactions)
Design organizational structure, role definitions, and manpower planning suitable for a start-up growth stage.
2. Recruitment & Talent Management
Lead full-cycle recruitment
Manage local and cross-border hiring, including coordination of Employment Pass and onboarding for foreign talents.
Establish cost effective recruitment channels and shorten hiring cycles for key positions.
3. Compensation, Benefits & Payroll
Design and manage compliant salary structures, incentives, and benefits in accordance with Malaysia labor laws.
Oversee payroll, statutory contributions (EPF, SOCSO, EIS), bonuses, and allowances.
Ensure cost control while maintaining market competitiveness.
4. Employee Relations & Compliance
Manage employee relations in a multicultural work environment, ensuring fair and respectful workplace practices.
Draft and administer employment contracts, confidentiality and non-compete agreements.
Handle employee lifecycle processes (onboarding, confirmation, transfers, resignations) and resolve workplace issues.
5. Training & Organizational Development
Identify training needs and implement practical training programs (bilingual communication, publishing compliance, multi-skill development).
Support employee engagement, retention, and career development initiatives.
6. Stakeholder & External Liaison
Act as the key HR contact with government agencies, immigration authorities, and external service providers.
Provide HR insights and reports to management to support decision-making.
Requirements
3 - 5 years of HR management experience, preferably in publishing, media, education, or multinational environments.
Strong knowledge of Malaysia labor laws and HR compliance.
Experience managing recruitment and employee relations in multicultural teams.
Able to work independently with minimal supervision in a start-up or fast-paced environment.
