Senior Manager, Contracts (Building Projects) - JWY

Our client is a leading main contractor in Singapore’s building sector, delivering a diverse portfolio of public and private sector projects — including residential, industrial, commercial, and institutional developments. Currently, the company continues to grow and is now seeking an experienced Senior Manager, Contracts to oversee the private and institutional building projects portfolio.

Position Overview

The Senior Manager, Contracts Management will be responsible for all contractual and commercial matters for the company’s non-HDB building projects, including private developments and institutional facilities. This role involves leading tendering activities, managing contracts and cost control, and providing strategic commercial oversight from pre-contract to final account.

Reporting to Managing Director, the successful candidate will work closely with project teams, clients, and consultants to ensure that the company’s commercial objectives are achieved and all contractual obligations are effectively managed.

Key Responsibilities

  • Lead and manage all contracts administration and commercial management functions for assigned private and institutional building projects.

  • Oversee the full tendering process, including cost estimation, bid preparation, contract review, and submission.

  • Review and negotiate contract terms and conditions in line with company policies and Singapore’s standard forms of contract (e.g. SIA, PSSCOC, FIDIC).

  • Provide strategic commercial and contractual advice during project execution to mitigate risks and ensure compliance.

  • Manage claims, variations, and final accounts in a timely and commercially sound manner.

  • Collaborate closely with project managers, clients, consultants, and subcontractors to ensure effective communication and issue resolution.

  • Develop and implement best practices for cost control, procurement, and contract administration.

  • Lead, mentor, and develop a team of Quantity Surveyors and Contract Executives.

Requirements

  • Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related discipline.

  • Minimum 10 years of relevant experience in contracts and QS within a main contractor environment.

  • Proven experience managing private sector and institutional building projects in Singapore.

  • Strong tendering and cost estimation experience is a must.

  • Sound understanding of local construction contracts (SIA, PSSCOC, FIDIC) and public procurement procedures.

  • Excellent negotiation, analytical, and problem-solving skills.

  • Strong leadership and communication abilities, with experience leading a contracts team.
