About the Role
Join the Institute for Human Resource Professionals (IHRP) as part of a fast-moving team that builds the national certification framework for HR. We’re looking for someone who enjoys solving complex, ambiguous problems — not just executing tasks. You’ll help design and refine the systems, tools, and data that determine how HR professionals across Singapore are assessed and certified.
This is a hands-on builder role: you’ll work closely with senior leaders, vendors, and subject-matter experts to design assessments, analyse data, and experiment with new formats such as AI-assisted scoring and alternative pathways.
What You’ll Work On:
You’ll support and co-lead projects that shape the future of certification in Singapore, such as: - Refreshing question banks and improving test design through data-driven validation. - Building models that analyse how pass marks, difficulty, and question quality interact. - Designing and testing alternative assessment formats (e.g. the HCLI pilot). - Using data and qualitative insights to propose new frameworks to the Assessment & Insights Committee (AIC). - Coordinating internal and vendor teams to deliver high-quality outputs on time.

Key Responsibilities
1. Assessment Design & Development
· Contribute to the design, review, and validation of certification assessments.
· Support item writing, blueprinting, and tagging processes in collaboration with vendors and SMEs.
· Help evolve IHRP’s assessment formats to test higher-order judgement and strategic capability.
2. Data Analytics & Research
· Extract, clean, and analyse candidate and item data to identify trends and inform policy decisions.
· Build dashboards or summary models (Excel, Power BI, or Python) that make data intuitive for non-technical stakeholders.
· Conduct small-scale validation or sensitivity studies to test hypotheses about fairness, difficulty, or reliability.
3. Project & Stakeholder Management
· Coordinate with internal teams, vendors, and partners to ensure deliverables meet quality and governance standards.
· Document processes, prepare committee papers, and support AIC meetings.
· Engage with external partners such as assessment vendors, universities, and HR bodies.
4. Governance & Continuous Improvement
· Support updates to assessment policies and SOPs to strengthen rigour and fairness.
· Uphold confidentiality and integrity in managing sensitive assessment materials and candidate data.

What We’re Looking For
· Structured thinker who enjoys diagnosing problems and designing solutions.
· Hands-on with data — comfortable in Excel (e.g. VLOOKUP, COUNTIFS) and curious or eager to learn Python/R for analysis, and comfortable using AI tools such as ChatGPT or Copilot to improve productivity.
· Strong communicator — able to synthesise complex findings into concise recommendations.
· 2-5 years of experience in a role requiring structured problem solving, data analysis, or system design — experience in HR, consulting, education, or public-sector innovation is a plus.
· Bachelor’s degree in any discipline with strong analytical or design thinking skills; backgrounds in Business, HR, Psychology, or related fields are a plus, but not mandatory.
· Self-directed, detail-oriented, and comfortable managing multiple workstreams.
