Our client — an international semiconductor manufacturer — is setting up a brand-new facility in Singapore and is seeking an experienced, hands-on Human Resources Manager to lead and establish the local HR function from the ground up.
About the Role
You will play a pivotal role in building and driving all aspects of HR operations, compliance, and people development for this exciting new start-up. Working closely with regional and corporate HR teams, you’ll ensure smooth alignment with global standards while implementing policies and processes that meet Singapore’s statutory requirements.

Key Responsibilities
Establish and lead all local HR functions to support business expansion and start-up operations.
Develop and implement HR strategies, policies, and frameworks aligned with corporate and Singapore regulations.
Manage full-spectrum HR operations: recruitment, onboarding, payroll, performance management, compensation & benefits, and employee engagement.
Partner with management to understand manpower needs and drive effective talent acquisition and retention strategies.
Lead compliance initiatives with MOM, CPF, IRAS, and other statutory bodies.
Design and deliver training, development, and engagement programs that foster a high-performance culture.
Mentor and grow the local HR team while managing HR budgets and external service providers.
Requirements
Bachelor’s degree in Human Resources, Business, or related field.
Minimum 10 years of progressive HR management experience, preferably in semiconductor, electronics, or advanced manufacturing sectors.
Solid knowledge of Singapore employment laws and HR compliance practices.
Proven experience in both HR start-up setup and hands-on operations.
Strong interpersonal and communication skills with the ability to work across regional functions.
Proficiency in Chinese and/or Japanese is an advantage to liaise with regional stakeholders.
