Overall technical lead for Equipment Maintenance & Planning Department; and also, advisory role for Reliability Management and Project Department for all cargo handling equipment projects in JP. This includes driving equipment reliability initiatives, managing projects, and ensuring effective preventive and corrective maintenance practices. Additionally, the role encompasses overseeing condition-based maintenance approaches, optimizing spare parts management, facilitating design changes procedures, conducting in-house technical training, and standardizing equipment specifications and maintenance protocols. The overarching objective is to enhance equipment performance, reliability, and efficiency, aligning with organizational goals and service level requirements.
The Job
Corrective / Improvement
Establish multi-years quality and improvement plans for Port Equipment.
Lead, monitor and review equipment failure trend and set direction for follow up actions.
Establish equipment productivity and availability target.
Develop and establish protocols, procedures and targets for spare parts service level, stock consumption study, re-order threshold quantity, and parts description updates.
Lead the reliability team to continuously improve the maintenance procedures and processes inclusive of:
Review of Preventive Maintenance checklist review
Develop equipment condition-based maintenance programs
Review and upgrade Lubrication management system inclusive – lubrication stock consolidation, lube standardization & waste disposal protocol, storage & safety requirements.
Digitalize the equipment library
Establish equipment design change protocol, review technical proposal and assume the role of the final endorser before the submission to CTO for approval.
Equipment Projects
Develop equipment layout, functional requirements, research, feasibility study, and budgeting for new businesses initiated by Business Units.
Provide equipment selection consultation and technical support for Port Planning team.
Prepare and review technical specification of equipment projects.
Prepare budget incurrence/ approval paper, tender approval paper, and contract award paper for Management and Board approval.
Prepare and conduct technical and project progress updates presentation to senior management team & internal business units as and when required.
Overall Lead for Equipment Project Team so company’s financial & procurement policies are followed strictly, and projects are completed on time on budget.
Review tender submission and equipment proposal.
Ensure compliance to SG standard and code of practices for all projects.
Conduct due diligence visits to both local and overseas equipment vendor/ supplier.
Lead and direct equipment testing and commissioning team for all new equipment purchased.
Mentor and coach project engineers.
The Requirements
Bachelor’s Degree and above in Engineering (Mechanical or Electrical)
Minimum 10 years of experience in heavy equipment/ process plant project management, contracts administration, PSSCOC, equipment maintenance. In depth understanding on design Code of Practices, Authorities’ Safety Regulations and WSH Acts on heavy equipment and cranes.
Demonstrates a passion for Engineering and is committed to the demanding and continuous learning curve inherent in Port Engineering.
Strong team player with excellent interpersonal skills, capable of adapting to various working environments.
Comfortable working outdoors and in harsh conditions, including at heights.
Willingness to share knowledge and teach others, fostering a collaborative learning environment.
Willingness to learn from colleagues at lower job grades, possessing an open mind and recognizing personal areas for improvement as part of the ongoing learning journey.
