Drives the formulation of the organisation’s procurement strategies and supplier selection processes. Oversee the management of procurement processes and supply base based on business objectives. Leads operational activities and champions process improvement initiatives in the procurement department. Collaborate with multiple departments to deliver optimal business performance for the organisation.
Develop procurement plan
Lead development of organisation’s procurement strategies to ensure alignment with overall organisational strategy. Manage procurement activities for large-scale projects (e.g. new concepts). Drive relationship building with organisational network and external vendors for optimal procurement transactions. Guide development of Key Performance Indicators (KPIs) that are aligned with business strategies
Manage supplier selection process
Establish supplier evaluation framework and direct the team in the evaluation and selection of suppliers; and review the shortlisted suppliers to be presented to evaluation/ management committee for approval. Endorse proposals and/or procurement specifications. Direct negotiations and endorse best suppliers in accordance to organisation’s selection processes. Define procurement operating focus and structure; and articulate procurement and sourcing strategy, policies, guideline and processes (e.g. criteria for supplier selection). Endorse the specifications or statement of work, requirements for food products and materials
Manage procurement activities
Forecast inventory needs based on organisation’s business needs and market demands. Endorse payment to suppliers based on verifications of high level purchased products deliveries and reconciliations. Devise organisation’s procurement documentation audit procedures to
minimise procurement risks. Devise contract modifications based on suppliers’ performance to meet organisation’s procurement requirements and quality assurance standards. Endorse SOP for contracting and control process. Review and endorse procurement requirements and quality assurance standards for quality testing of products. Develop procedures and criteria of audits of suppliers (e.g. warehouse practices). Optimize Total Cost of Ownership by endorsing initial pricing, costing, actual terms or agreement, projection of demand to aid negotiation process. Review and endorse department budget, provide P&L insights to management team
Leverage business intelligence
Define quality control measures and procedures for products and inventory management. Lead the department’s financial budgeting process to acquire funds for the department’s activities. Lead technology application to improve productivity and innovation. Develop revised workplace technology approach for productivity improvement and innovation. Direct review and analysis of work outcomes to determine effectiveness of processes and procedures. Formulate process solutions to innovate current work processes. Approve stock write-off
This candidate preferably comes from F&B industry, with at least 10 years of procurement and supply chain management experience and leading a team of minimum 10 headcounts.
