The appointee will lead a team of project associates on campus planning, space management and Addition & Alteration (A&A) projects.
Responsibilities:
Oversee the entire project management lifecycle which involves (but not limited) to planning, design development, preparation and evaluation of tenders to appoint and manage consultants and contractors, contracts administration (such as processing payment claims, assessing the need for variation works, extension of time, loss and expense, final accounts and handling of contractual disputes), site supervision, engagement with various stakeholders (both internal and external), testing & commissioning and management of project budget and defect liability issues.
Ensure that the assigned projects are completed within the approved budget and timeline.
Evaluate all requests for variation works and ensure proper documentations and approvals are in place prior to work commencement by contractors.
Lead and manage site staff, consultants and contractors including conducting of design reviews and value management sessions to ensure optimisation of engineering designs that promotes sustainability, construction productivity and safety
Manage and liaise with multi-disciplinary consultant teams to ensure that projects are delivered in a safe, cost-effective and efficient manner.
Monitor consultants' and contractors' work performance closely and track that all contractual deliverances by contractors and consultants are timely and in accordance with the requirements established.
Collaborate and coordinate with the relevant internal stakeholders at various stages of the project.
Work closely with the relevant external agencies to ensure all approvals are obtained timely.
Ensure that the completed projects are properly handed back to the user (i.e. the relevant School or Department) and to the Facilities Management Team.
Work closely with the project managers and appointed consultants and contractors to ensure that the projects comply with internal policies and guidelines and to all statutory and regulatory requirements.
Provide updates on the progress of the assigned projects for routine/ad-hoc management reporting.
Space planning of existing space and external space inclusive of budget preparation where necessary and coordinate with internal term contractor to fit out spaces, etc.
Coordination with various internal as well as external stakeholders to secure land/building for SUTD development
Space and seating management of existing space and planning with internal stakeholder on the usage and appropriate zoning of the various spaces in SUTD
Management of temporary space request.
Secretariat to space management committee whereby space management matter and space requests shall be routed for approval.
Preparation of regular tabulation of projects for update to authorities such MOE on progress and IRAS.
Requirements:
At least degree qualified in Architecture, Civil & Structural Engineering, Mechanical & Electrical (M&E) Engineering, Construction Management, or related discipline.
At least 5 years of relevant working experience in consultancy, project management and completed at least 1 full project development with TOP (Temporary Occupation Permit) or CSC (Certificate of Substantial or Statutory Completion, depending on the scale of the project).
Experience in preparing construction-related tenders using Public Sector procurement procedures and Public Sector Standard Conditions of Contract (PSSCOC) will be an advantage.
Conversant with current Singapore statutes, building codes of practices and regulations and authorities submission requirements.
Demonstrated track record in leading a team under project management and working with both internal and external stakeholders.
Self-driven, independent, and possess readiness to work as a team.
Resourceful team leader with good networking skills and positive attitude. Good communication skills in writing and speech.
Candidates with knowledge in Facilities Management work will have an added advantage.
Experience in AutoCAD and related building software will be an advantage.
