Senior HSE Officer - #1097822

Manage and support the performance of QHSE activities in pursuit of overall company objectives, in line with Country (Singapore & Malaysia), Regional and Group strategies and requirements.

Partner with the Operations leadership, Facilities Management (FM) and Food Services (FS) teams and Regional QHSE team in delivering a continual improvement and safety culture with the goal of zero harm. To perform the duties of the Workplace Safety and Health Officer as required under the Workplace Safety and Health Act and to attend the required courses to attain SDU credits/points to renew and maintain the WSHO license.

To lead Fire Safety initiatives and provide support for stakeholders to ensure legal requirements are fulfilled and Client expectations are met. Lead/conduct/coordinate/review/update and provide technical guidance on Risk Assessments and monitor compliance to the identified controls. Conduct incident investigation and/or validate completed investigation root cause and submission of the required reports. Evaluate and monitor the effectiveness, timely closure of safety corrective and preventive actions from various drivers which includes hazard reporting, incident investigations, inspections and audits.

Oversight and assurance on all compliance matters which include HSE related licenses, legal requirements, incident reporting, submission of reports to authorities, etc. Monitor and implement the Framework audit and inspection plan to ensure adequacy, effectiveness and compliance across all sites including the preparation and submission of reports.

Maintain statistics and prepare reports/dashboards (analysis and performance) for monthly/quarterly/yearly submission.

Provide mobilization support to all new sites, conduct pre-opening checks to ensure processes and control measures are in place and effective.

Provide technical QHSE support to various functions and site teams to address concerns, mitigate risks, drive initiatives etc. Conduct/prepare content for safety related trainings to build competencies which include train the trainer trainings, incident management, new employee training and other trainings as identified in the Framework training needs analysis.

Leverage on supervision and management to implement the framework communications plan and engage the various levels, functions, contractors, visitors to raise awareness on safety. Lead and/or support in ensuring relevant certifications are maintained and/or achieved (e.g., ISO45001, ISO 22000, ISO 9001, SS590). Implement the supplier management program to ensure mitigation of risks associated with contractors/suppliers and change/new process respectively. Support the Cluster/Country Crisis Management and BCP Framework (includes reviewing site BCP, conduct training/workshop, pandemic measures). Where required, assist with Food Safety related initiatives which include inspections, audits, investigations etc. This role will be required to support Singapore and Malaysia (Cluster) HSE Roadmap and Safety Improvement Plan (SIP) initiatives. Any other duties as assigned by reporting officer or CLC.

Requirements

Degree or Diploma in Health and Safety, Ergonomics or Engineering or equivalent

Registered Workplace Safety and Health Officer with MOM

Registered Fire Safety Manager with SCDF

Operational knowledge and experience in facility management services preferred.

Experienced HSE professional with at least 3 years of relevant experience

Good knowledge of local and international regulations relating to Occupational Safety and Health

Knowledge of ISO45001, ISO14001 and ISO9001 methodology. ISO certification is a plus.

Able to engage and collaborate with cross functional stakeholders across and outside the organisation which includes authorities, senior management, and site employees.

Excellent communications (verbal, written, presentation), interpersonal skills, planning and organizing skills.

Must be proficient in Microsoft Office (Excel, PowerPoint, Word).
