WORKPLACE SAFETY AND HEALTH MANAGER - #1096218

Liaise with the Project Director & Manager and construction team to provide guidance on compliance with Health, Safety, Environment (HSE), and security matters at the worksite.
1. Legal Compliance & Risk Management
Ensure compliance with the WSH Act, WSH (Construction) Regulations, and other relevant laws.
Conduct risk assessments (RA) and implement safe work procedures (SWP).
Keep updated with changes in Ministry of Manpower (MOM) and Workplace Safety and Health Council (WSHC) regulations.
2. Workplace Safety Planning & Implementation
Develop and enforce WSH policies, programs, and procedures for construction sites.
Implement Permit-to-Work (PTW) systems for high-risk activities (e.g., working at heights, confined spaces).
Ensure proper machine safety, scaffolding, lifting operations, and excavation safety.
3. Incident Prevention & Emergency Preparedness
Conduct regular safety inspections, audits, and toolbox meetings.
Investigate workplace accidents, near-misses, and dangerous occurrences (as per MOM requirements).
Develop emergency response plans (ERP) for fires, falls, chemical spills, etc.
4. Training & Safety Culture Promotion
Organize WSH training (e.g., Supervisor Safety Course, Work-at-Height, Confined Space Safety).
Promote a strong safety culture through campaigns, briefings, and incentives.
Ensure workers (including foreign workers) understand safety protocols in their native languages.
5. Coordination with Stakeholders
Liaise with MOM, SCDF, NEA, and other regulatory bodies.
Work with Project Managers, Contractors, and Subcontractors to enforce safety standards.
Engage Occupational Health (OH) professionals for worker health monitoring (e.g., noise, dust, chemical exposure).
6. Documentation & Reporting
Maintain safety records, inspection logs, and training certifications.
Submit incident reports to MOM (e.g., under RIDDOR-like requirements).
Prepare for MOM inspections and audits to avoid penalties or Stop-Work Orders (SWOs).
Job Specifications
1. Degree or Specialist Diploma in Workplace Safety & Health to eligible for WSHO Registration.
2. Registered WSH Officer with MOM and Registered Environmental Control officer with NEA.
3. At least 5 years’ experience in similar capacity in the construction industry ( >S$100million contract value).
4. Proficient in MS Office Applications
