Responsibilities:

Pre-Contract Stage:

• Cost Estimation for HDB Projects: Prepare detailed and accurate cost estimates specific to HDB BTO projects, considering factors such as standardized HDB designs, materials, and government regulations.
• Tender Documentation for Public Housing Projects: Assist in the preparation of tender documents for HDB BTO projects, including Bills of Quantities (BQ), specifications, and work schedules tailored to public housing requirements.
• Tender Analysis: Evaluate tenders from contractors, ensuring that bids comply with the tender specifications and are in line with HDB's requirements for cost and quality.
• Cost Planning and Budgeting: Provide comprehensive cost planning and budgeting for HDB BTO projects, ensuring that the overall project remains within the budget allocated by the Housing Development Board (HDB).
• Contract Negotiation: Negotiate contract terms and conditions with contractors, ensuring that all parties understand HDB’s contractual requirements and expectations.

Contract Management:

• Cost Control and Monitoring: Closely monitor construction costs throughout the project to ensure that spending stays within the approved budget for HDB BTO developments. Address any cost overruns by suggesting viable alternatives or cost-saving solutions.
• Variation Management: Manage and assess variations in project scope, ensuring that all variations are properly documented, priced, and communicated to all relevant parties. Handle variations in a manner that aligns with HDB's policies and contractual framework.
• Progress Payment Certification: Prepare and assess interim payment applications from contractors, ensuring that payments align with work completed and comply with HDB’s requirements.
• Financial Reporting: Provide regular and detailed financial reports to the project team and stakeholders, including cash flow forecasts, budget monitoring, and cost-to-complete analyses.
• Value Engineering: Identify opportunities for value engineering in HDB BTO projects, recommending cost-effective alternatives that still comply with HDB's standards for quality and performance.

Requirements:

• Degree or Diploma in Quantity Surveying or Building or its equivalent
• Minimum 3 to 5 years’ relevant working experience in main construction companies
• Experience in HDB BTO contracts an advantage
• Be able to work independently with minimum guidance and under pressure to meet tight deadlines
• Good team player, keen desire to learn, contribute, advance and progress with the company.
