The Human Resource Manager will play a pivotal role in shaping a future-ready organisation by designing inclusive, agile, and data-informed HR practices. This role is both strategic and operational, supporting the leadership team in workforce planning, culture building, and organisational development while ensuring the organisation remains an employer of choice in the social service sector.
Key Responsibilities
1. Strategic Workforce Planning & Talent Development
Lead organisation-wide workforce planning aligned with long-term strategic goals.
Identify current and future skills gaps; implement strategies for upskilling and reskilling.
Design and implement career pathways and leadership development programmes.
2. Culture, Engagement & Employee Experience
Drive initiatives to foster an inclusive, flexible, and psychologically safe work environment.
Implement feedback mechanisms to listen and act on employee voice.
Champion wellness, mental health and hybrid work policies.
3. HR Operations & Compliance
Oversee core HR functions including recruitment, onboarding, compensation & benefits, performance management, and exit processes.
Ensure HR policies are updated, progressive, and compliant with Singapore’s employment laws.
Optimise HR systems and digital tools for efficiency and insight generation.
4. Change Management & Organisational Development
Support change initiatives by providing HR insights and stakeholder engagement strategies.
Facilitate organisation-wide learning, innovation, and adaptability.
Key Requirements
Bachelor’s degree in Human Resource Management, Business Administration, or related field.
At least 5 years of relevant HR experience, with over 2 years in a managerial or strategic HR role.
Strong understanding of modern workforce trends: hybrid work, digital tools and employee wellbeing.
Excellent interpersonal and communication skills, with the ability to build trust and influence at all levels.
Familiarity with Singapore's employment laws and HR practices.
Strong organisational and problem-solving skills, with a continuous improvement mindset.
Preferred Attributes
Certified HR practitioner (e.g., SHRI, IHRP) is advantageous.
Experience with strategic workforce planning or HR digital transformation.
Passionate about community development and social equity.
